Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Designing complex architectural, mechanical, electrical, and environmental construction projects; Providing guidance and directing the work of consulting architectural, engineering, and environment firms; Making systems decisions and performing cost/benefit analysis of engineering firm proposals; Preparing preliminary sketches, concepts, and layouts for complex projects in all construction disciplines; Designing multidiscipline projects; Reviewing drawings for accuracy, function, and workability; Writing and editing specifications for architectural systems, mechanical equipment, electronic/electrical equipment and systems redesign; Serving as a technical resource person to internal staff and other services; Investigating architectural materials and systems for functionality, durability, and aesthetics; Investigating structural systems for loading and function, and mechanical systems for workability and maintenance; Assisting lower graded technicians with more complex design problems; Preparing detailed cost estimates and developing justification and other items required for project submission; Developing weighting factors used in establishing priorities for projects; Coordinating extensively with hospital staff to fund, design, construct, and complete projects; Inspecting property proposed to be leased to the government for use by the hospital, determining if the property meets the technical requirements for the use intended, and developing lease contracts; Evaluating cost proposals from design firms and assisting in direct cost negotiations with contractors; Writing scopes of work and developing contracts; Developing timeframes for submissions to meet project design schedules; Reviewing submittals to ensure compliance with contract requirements; Inspecting work progress during the construction phase, ensuring proper methods and materials are used, evaluating problems and resolving design errors, and making changes as needed; Performs related duties as required. Work Schedule: Monday through Friday, 8:00am - 4:30pm. Recruitment & Relocation Incentives: Not authorized Financial Disclosure Report: Not required.

Qualifications

MINIMUM QUALIFICATIONS GS-11: One year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in Federal service. Examples of qualifying specialized experience include: technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems; experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. This experience must be detailed in your resume to receive credit. ~OR~ A Ph.D. or 3 full years of progressively higher-level graduate education that is directly related to the work of this position (i.e., engineering related drafting). One year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work of this position requires periods of walking, climbing, and inspections in cramped spaces. At times the Engineering Technician is exposed to high places and scaffolding and must work at times in "hard hat" areas. The work area is generally well-lighted and ventilated when not performing construction site inspections, at which time the Engineering Technician is exposed to normal construction hazards.
