This Health System Specialist position is located at the Northampton VA Medical Center in Leeds, MA. The position coordinates System Redesign, Advanced Clinic Access, Micro Systems, and other performance improvement projects encompassing clinical, operational, and administrative activities within the Medical Center, and its Community Based Outpatient Clinics (CBOCs).

Duties
Major duties include but are not limited to:
Management and program support work for the healthcare system's implementation of Continuous Process Improvement (CPI) strategies, such as Systems Redesign (SR), Advanced Clinical Access (ACA), and Micro Systems across all clinical and administrative areas.
Organizes, leads, and supports collaboratives, initiatives, and projects
Serves as subject matter expert in the concept, practice, and implementation of Continuous Process Improvement initiatives primarily using the principles of Lean, Systems Redesign, and Advanced Clinical Access; as well as Six Sigma, BPR and other related strategies.
Responsible for organizing, serving as team facilitator, and providing technical guidance and support to collaboratives, initiatives, and projects, to include monitoring implementation and sustainment of improvements.
Coordinates logistical support for the conduct of activities such as Deep Dives and Rapid Process Improvement Workshops.
Maintains contacts the VISN Improvement Resource Office and other VHA facilities and service lines to identify and explore best practices and, where appropriate, coordinate implementation in the healthcare system.
Updates senior management on significant clinical, operational, and administrative issues.
Prepares and conducts multi-echeloned training on Continuous Process Improvement for employees throughout the facility in an effort to create and sustain a culture of improvement within the Medical Center.
Conducts, reviews, and studies of systems and processes.
Identifies waste, deficits, deficiencies, obstacles, strengths, weaknesses, etc., and coordinates with appropriate staff to develop resolution strategies and action plans to improve performance.
Conducts program surveys, audits, and projects as related to the Systems Redesign and Performance Improvement Program and provides recommendations based on findings.
Analyzes data generated from a variety of sources (i.e. KLF, ARC, DSS, VistA, etc., to identify and report pertinent information by service line, clinic, or provider in an effort to improve performance.
Serves as liaison to the Network Improvement Resource Office and may participate in VISN 1 improvement efforts.
Work Schedule: Monday-Friday, generally 8:00am-4:30pm. Schedule may be adjusted to support facility needs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/10/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. (This is separate from your experience and is mandated by statutory and regulatory requirements.)
For a GS-12 position you must have served 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Individual Occupational Requirements: Applicants must meet the basic requirements as described below.
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR,
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
GS-12 Grade Specific Requirement: In addition to the above requirements, you must qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field which involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Physical Requirements: Work is primarily sedentary in nature. Work is performed in an office setting with no unusual risks or precautions.
