The Financial Manager position is located at the VA Medical Center in Fort Meade, SD or Hot Springs, SD. The primary purpose of the Financial Manager/Chief Financial Officer (CFO) is to direct a program for the management of the financial resources of the VA with the duties and responsibilities.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties and responsibilities include but are not limited to: Financial Management Designing, establishing, and maintaining an integrated financial management system, including budgeting, accounting, and managerial-financial reporting, which furnishes timely data that is used in the direction, evaluation, and control of operations at the various levels of management. Financial Managers Range of Impact The Resource Management Service Line provides financial services to a complex medical center. The medical center has a wide range of allied health and technical career field trainees, fee basis staff/appointments and supports VCS/Canteen employees. Impact of medical center program diversity on Financial Management: This complex medical center with its primary mission of comprehensive patient care and its active affiliations complicate the delivery of financial services. Complicating features of the Financial Management program: Staffing management includes the application of complex VHA pay schedules and incentives which impact the entire medical center staff administered through the Defense Financial/Accounting System (DFAS). Financial Management functions: Responsible for maintaining and validating the VA cost accounting data. The cost accounting data is used for internal analysis, budgeting, Decision Support System, and utilizing in the VERA methodology. Work Schedule: Full Time, Monday - Friday 7:30 am - 4:00 pm Recruitment & Relocation Incentives: Not authorized Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, you must meet the below requirement. Basic Requirements: Applicants must meet one of the following to meet the Basic Individual Occupational Requirements for this Financial Manager, GS-14 position: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") (TRANSCRIPT REQUIRED) OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law (TRANSCRIPT REQUIRED); A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination (CERTIFICATION REQUIRED); or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. (TRANSCRIPT REQUIRED) AND Specialized Experience: Applicants must have one (1) full year of specialized experience that equipped you with the knowledge, skill and ability to successfully perform the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-13 level in the Federal service. Specialized experience includes developing, coordinating, and maintaining an integrated system of financial staff services to include accounting, budgeting and managerial financial analysis; ensuring financial transactions are in compliance with applicable regulations; planning strategic and tactical financial/budgetary plans; collecting cost distribution data to develop a cost accounting budget; providing comprehensive analysis of program accomplishments in financial terms; and performing various supervisory duties, such as leading and assigning work to subordinate staff. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Accounting OperationsBudget AdministrationFinancial ManagementInternal Controls IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is principally sedentary. Work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site.
