The primary purpose of this position, Contract Price/Analyst, GS-1102-12, is to provide contract price cost advice and guidance to contracting personnel, program managers involving high dollar, unusually difficult and/or complex procurements.
Duties
Perform price/cost evaluation and analysis to determine price reasonableness in sole source procurements and provide price/cost analysis and evaluation to source selection teams in competitive procurements.
Implement regulation, guidance, and pricing policies and provide guidance and support to sole source acquisition and source selection teams.
Provide advice and assistance on pricing matters for complex, high monetary value, long-term acquisitions for major weapons systems/subsystems, including high technology equipment systems, extensive technical services, sophisticated research and development programs, and for base operations.
Interface with local organizations, other AFMC Centers, higher Headquarters, and other agencies.
Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.

- Must meet Defense Acquisition Work Improvement Act requirements applicable to the duties of the position.
- Must meet the requirements of Section 808 of the National Defense Authorization Act for Fiscal Year 2001.
- PHYSICAL DEMANDS: the work is primarily sedentary.
- WORK ENVIRONMENT: The work is primarily performed in office areas, conference rooms, and similar environments. However. it may require traveling and visits to contractor's facilities and work performance sites.
- This is an acquisition coded position. Selectee must complete required certification level 1 in Contracting within 24 months of assignment
Qualifications
GS-12
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes (1) knowledge of commercial business practice, industry standards, and market conditions applicable to program and technical requirements; (2) wide range of contracting methods and contract types sufficient to oversee/perform pre-award, post-award, and price/cost analysis functions; (3) contract termination procedures sufficient to oversee, recommend or determine allowable costs, profit, disposal of government property.(4) price and cost analysis procedures and techniques sufficient to oversee and/or evaluated proposals and recommend/make awards. (5) Knowledge of up-to-date market research procedures. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120-day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of wide range of Air Force contracting functions. This includes possessing knowledge of federal contracting and/or procurement laws, regulations, policies, practices, methods and contract types with specialized knowledge or pricing policy, tools, and techniques.
Knowledge of cost accounting standards, pricing techniques and arrangements, economic price adjustments, defective pricing/profit policy and analytical skills sufficient to evaluate audit reports, regulations, and contractual agreements.
Knowledge or economic, statistical, accounting, and financial analysis principles and techniques necessary to: (I) analyze historical production and statistical cost data to evaluate the contractor's financial and technical capability on current and previous orders:
(2) analyze reports of auditors and evaluate contractor's cost estimating and accounting systems; and (3) project price trends, isolate economic factors, and evaluate efficiencies in production for all phases of the life cycle of the procurement action.
Ability to effectively communicate orally and in writing.
Ability to recognize and analyze problems, conduct research, summarize results. and make appropriate recommendations.
Ability to establish performance goals and assess progress toward their achievement; and to adjust work operations and program objectives to meet emergencies, change programs/requirements within available resources and with minimum sacrifice to quality of work.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
