The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Domestic Engagement, Information Sharing & Data.
Duties
The mission of the Private Sector Partnerships Group (PSG) is to build, enable, and maintain private sector partnerships to mutually share information, people, processes, technologies, innovations, and ideas to advance the IC mission and strengthen national security.
PSG staff efforts 1) enhance ODNI and IC-wide transparency and synchronization to have an informed IC approach to private sector partnerships; 2) develop and sustain enduring partnerships to close intelligence gaps, improve IC capabilities and extend global reach; 3) facilitate threat information sharing and awareness with the private sector to increase trust in the IC and improve the security and resilience of the private sector as national security partners; and 4) identify new capabilities and opportunities to address the changing global threat environments.
Lead, initiate, plan and oversee performance/participation in liaison coordinated intelligence activities in partnership with the IC, U.S. Government agencies, the Office of the Director of National Intelligence (ODNI) elements, military, state, local, tribal, private sector partners, and foreign partners to leverage existing information sharing capabilities and align policies, standards, systems, and information.
In the role as the Senior Partnerships Officer, manage elements of the PSG activities, to include establishing meeting goals and outcomes; promoting an effective and collaborative work environment; and building a high performing diverse and inclusive workforce through timely feedback, guidance and recognition on personal and professional development.
Establish and maintain enduring partnerships with private sector entities, ODNI components, Intelligence Community elements and other U.S. Government organizations.
Private sector entities include industry, academia, non-profit organizations, FFRDCs and non-governmental organizations.
Lead, manage, and organize U.S. Government working groups, meeting, boards, and other forums to exchange information, develop recommendations, resolve issues, and implement specific policies regarding partner relations issues.
Develop and lead private sector engagement activities that contribute to the strategic goals and long-term planning efforts of DPI, the Policy and Capabilities Directorate, the ODNI and the IC.
Lead, plan, and oversee all aspects of partner visits with leadership, to include advancing coordination with partners, developing meeting agendas, preparing leadership for meetings, developing Memorandum for Records, and monitoring the completion of follow-on actions.
Lead, plan, promote, and share information and knowledge within ODNI, across the IC, and with other government agencies, and in doing so, effectively recognize, value, build, and leverage diverse and collaborative networks within these organizations.
Guide the planning, preparation, and presentation of briefing papers, meeting guidance, and other related information on partner information sharing issues, partner relationships, and policies for senior leaders.
As a member of DPI leadership teamwork across all DPI components to effectively integrate programs to meet DPI, P&C and ODNI strategic objectives.
Lead and work with Intelligence Community counterparts to integrate and increase the effectiveness of private sector partnerships.
Qualifications
Superior experience initiating, cultivating and maintaining productive working relationships across a larger enterprise, with IC elements and other USG stakeholders, proven expertise working in an interagency environment, and demonstrated ability to successfully manage and align multiple projects,
capabilities and strategies to promote intelligence capabilities and national security programs.
Superior expertise and experience engaging with a variety of private sector organizations, especially in areas with a national security/economic security nexus.
Experience managing a professional staff, and providing innovative, results-oriented transformational leadership in the IC and/or the private sector.
Superior ability to think critically and strategically; understand complex intelligence, operations, and security issues; interact and collaborate with individuals from diverse professional backgrounds at all levels of an organization; and develop policies and frame issues for decision makers.
Superior ability to communicate clearly and simply, with the experience to effectively communicate organizational vision and align employee and program performance to the mission.
Superior experience in formal representational roles, representing the equities of one or more large organizations.
Expert knowledge and extensive experience working with individual partners including foreign, military, federal, state, local, tribal entities, and/or private sector partners.
Superior ability to develop effective plans for complex interagency projects, taking into account a diverse range of considerations and ensuring that the activities can be successfully completed.
Superior ability to manage sensitive matters and/or complex problems, make key contributions to group efforts, and exercise appropriate leadership and
initiative.
Superior interpersonal, organizational, and problem-solving skills, including demonstrated ability to work effectively both independently and in a team or collaborative environment.
