This position is located in the Department of Veterans Affairs (VA), Wilkes-Barre PA. The incumbent functions as the primary administrative resource person to the Imaging and Pathology and Laboratory services. The Administrative Officer performs management, analysis, coordination and investigation in support of Imaging and Pathology and Laboratory services throughout the Wilkes-Barre VA Medical Center (WBVAMC).

Duties

Imaging Service: The incumbent must have extensive knowledge of the various programs within the VA System locally and nationally to make evaluations and recommendations so as not to adversely affect patient care. The employee ensures that Quality Assurance information is properly maintained. The employee is fully aware of quality assurance aspects and assembles and monitors current required materials to assist the Chief of Imaging in satisfying requirements. Employee assists in the formulation and execution of the annual budget including salaries, travel, supplies, equipment, and all other general operating expenses. Incumbent is authorized to be an approving official for orders for supplies, services, and equipment. Manages the overall supply needs, services, and material requirements for the Service. Conducts inventory of Service equipment and property. Oversees Radiology Orders Management, recommending appropriate action and initiating resolutions of pending, scheduled, hold and canceled orders per policy. Backup ADPAC (Application Coordinator) Pathology and Laboratory Service: Coordinates and analyzes internal review activities of the Pathology and Laboratory Medicine Service (PLMS) to ensure that both clinical and administrative functions are in compliance with Central Office directives and standards issued by various accrediting and regulatory groups including The Joint Commission, College of American Pathologists (CAP), American Association of Blood Banks (AABB), Food & Drug Administration (FDA), Occupational Safety and Health Administration (OSHA), The National Enforcement Agency and / or other Laboratory Accreditation or review programs including compliance with the 1106.01 VHA Handbook. Responsible as the back up timekeeper for all staff. Responsible for reviewing all pertinent patient information on the Tissue Examination Requisition form to ensure accuracy of all data to be part of the report. Data entry is to include CPT and SNOMED coding. Assists the Laboratory Manager in the development of the position descriptions for PLMS, including clerical, technical, and professional personnel. Maintains accurate and current position descriptions. The incumbent serves as the primary Contracting Officer Representative (COR) for Pathology and Laboratory Medicine Service. Responsible for completing the minutes for all lab meetings including the quarterly quality assurance meetings. Perform other duties as assigned. Work Schedule: Full Time. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Possess an intermediate understanding of medical and related terminologies, Analyze health care issues recommend strategy and evaluate the effectiveness of action plans, ability to communicate verbally with a variety of people from different backgrounds and knowledge and skill in the use of computer equipment with a wide variety of software. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Preferred experience to include at least a year working in a Clinical Lab and/or Imaging Service with Clerical duties. This position has a Special Placement Requirement: Candidate must demonstrate high level experience utilizing Outlook, Excel, PowerPoint, Teams, and SharePoint to extract and organize data, produce letters, memoranda, and a variety of working documents and forms such as spreadsheets, and reports utilizing graphics for visual presentation. Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
