This position is part of the Organization of the Joint Chiefs of Staff. The incumbent serves as the Operations Security (OPSEC) Program Manager (PM) with responsibility for executing the JS OPSEC Program.
Duties
As a SECURITY SPECIALIST (OPERATIONS) at the GS-0080-14 some of your typical work assignments may include:
Serves as the subject matter expert (SME) to establish and maintain an OPSEC Program that protects information, personnel, and property from the effects of unauthorized disclosure, theft, and sabotage.
Serves as the focal point for implementation and operation of policies and procedures governing the OPSEC Program.
Provides expert staff advice, interpretation, assistance, consultation, and information on all technical aspects of the program to ensure effective mission accomplishment.
Establishes, maintains, staffs, and disseminates the JS Critical Information and Indicators List (CIIL) and manages/chairs the OPSEC Working Group (OWG). Develops program guidance for J-Dirs and performs continuous appraisal of the program objectives and goals.
Leads, participates in, or coordinates teams and working groups (including the OWG) to identify and implement recommendations to improve overall functions, operations, and performance of the JS OPSEC Program.
Reviews data and develops annual OPSEC training and resource requirements.
Coordinates survey scheduling and arranges survey team augmentation from other sources as needed.
Uses comprehensive knowledge of OPSEC, Information Operations (IO), Military Deception (MILDEC), Electronic Warfare (EW), and Cyberspace Operations missions, tasks, and functions overall to support operations, integrate capabilities, and synchronize activities of mutual concern.
Serves as a partner with other JS security programs during the conduct of investigations and/or inquiries to resolve OPSEC-related matters, employee misconduct, or violations of policy.

- This position is a Testing Designated Position (TDP) under the civilian drug testing program.
- Must be able to obtain and maintain a Top-Secret security clearance with SCI
eligibility based on the required background investigation.
Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Serving as the subject matter expert (SME) to establish and maintain an OPSEC Program that protects information, personnel, and property from the effects of unauthorized disclosure, theft, and sabotage i.
Implementing recommendations to improve overall functions, operations, and performance of an OPSEC Program;.
Advising OPSEC Coordinators on new developments and advances in OPSEC policy.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
