This position is located in the Bureau of Consular Affairs, Passport Services, San Francisco Passport Agency (CA/PPT/SF). Duties

The position is critical in its support to the Directorate of Passport Services with regard to the effectiveness with which all day -to-day programs and operations are planned, managed, and executed Plans and manages the document integrity and anti-fraud program within the agency/center Oversees the ongoing analysis of demographics, trends, and patterns of passport applications including methods of application (by mail, in person, or online downloading/completion of forms), and other factors influencing the workload of the agency Serves as Acting Director as required and works collaboratively with Headquarters Office Directors to ensure policies and procedures are implemented in a timely and consistent manner Provides program direction to an adjudicative staff engaged in applying passport acceptance procedures , evaluating documentary evidence, and adjudicating claims of U.S. citizenship based on a wide range of complex laws and judicial decisions Represents the Bureau of Consular Affairs in dealing with state and local government officials, officials of other federal agencies, and in public relations with the media, travel industry, and citizen groups

Requirements

  • U.S. Citizenship is required.
  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing new or modified administrative programs policies, regulations, goals, or objectives; Experience analyzing and evaluating the effectiveness of line program operations and meeting established goals and objectives; Experience demonstrating knowledge of administrative laws, policies, regulations, and precedents applicable to the administration of key programs; and Experience planning, directing and coordinating program activities related to the passport adjudication, processing, anti-fraud, and acceptance function.  There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
