This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Medical Technician in a Military Entrance Processing Station. Provides assistance to the examining Medical Officer with applicant examination.
Duties
Maintain applicant's medical record during the examination process.
Assist applicants in the completion of various forms required for the physical examination process.
Perform Quality Review Procedures (QRP) on medical records.
Prepare and annotate reports and logs to document examination results.
Manage medical consultations to include verifying doctor's orders or requests from the Service liaisons.
Determine how specimens must be processed, completes required forms, operates centrifuge to separate specimens, processes packages, and ships all specimens.
Directly observes applicants urine donation for drug testing and urinalysis, ensuring quantity of sample is sufficient for tests to be performed.
Explain and conduct Breath Alcohol Tests (BAT) on all applicants to determine applicant intoxication.
Maintain strict and detailed chain of custody documentation.
Remove cerumen (earwax) using specialized equipment.
Determine applicant's eligibility for the Assessment of Recruit Motivation and Strength (ARMS) test.
Determine if applicant has disqualifying results, ascertains reason and determines if a retest is warranted and the time frame for the retest.
Collect blood samples using a variety of phlebotomy equipment (e.g., syringes, butterflies, vacutainer system, safety needles and butterfly needle devices) and capillary puncture techniques.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must complete a pre-employment physical examination. Must pass a color perception (vision) examination. Must undergo yearly blood testing.
- Must wear closed-toed shoes; cannot wear exposing footwear. Must use restrictive and protective clothing such as surgical gloves, eye protection, and protective over garments.
- Must be physically able to perform (demonstrate) and evaluate military physical aptitude (maneuvers) test.
- Occasional shift work (before 0600 and after 1800 hours) may be required. Occasionally may be required to work Saturdays.

- Successful completion of applicable Military Health System (MHS) GENESIS Training is required in order to access the MHS GENESIS System within 30 days of on-boarding and/or as required.
Qualifications
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
The primary objective of this DHA is to appoint qualified candidates who are not existing DoD competitive service employees with permanent status.
Category rating, veteran's preference, military spouse preference, and traditional rating and ranking of applicants are not applicable to this this vacancy.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. For the GS-04 Level: General experience: Six months of general experience performing a variety of standards tests and examinations such as laboratory, chemistry, blood banking, microbiology, hematology, and/or serology test. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-03).

Education: Two years of education above the high school level that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the position to be filled. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: I have the general experience as described in A, but less than six months; and I have some education above the high school level but less than required in B. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 6. Then, divide your semester hours of education by 30. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)
For the GS-05 Level: Specialized Experience: One year of specialized experience which includes: Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic or blood banking) and preparing reports of findings; or Technical support work in a closely related field, such as biological laboratory technician, phlebotomy technician, clinical support technician, or medical laboratory technician. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

Education: Four-year course of study leading to a bachelor's degree with a major study or at least 24 semester hours in subjects directly related to the position, such as: Chemistry, Nursing, Biology, Medical Technology, Life Sciences, or Clinical Laboratory Science. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. (Note: You must attach a copy of your transcripts.)
For the GS-06:Specialized Experience: One year of specialized experience which includes: Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic or blood banking) and preparing reports of findings; or Technical support work in a closely related field, such as biological laboratory technician, phlebotomy technician, clinical support technician, or medical laboratory technician; AND Providing assistance to the examining Medical Officer with the examination and identification of physical abnormalities; Setting up medical equipment to conduct standard testing, such as audiometers, stereoscopic vision testers, bio-acoustic simulators, otoscopes, ophthalmoscopes, or EKG machines; and Performing procedures such as ear lavage, optical tests, audiometric tests, EKGs, or urine specimen collection. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
OR
Education: Half year (9 semester hours) of graduate level education in a field directly related to the work of the position, such as Chemistry, Nursing, Biology, Medical Technology, Life Sciences, or Clinical Laboratory Science, or related field of study. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of graduate education less than 1/2 year by 9. Add the two percentages. (Note: You must attach a copy of your transcripts.)
