This position serves as the Deputy to the Office of Security (OSEC) Director, responsible for developing security policy and procedures, executing full supervisory discretion in the Director's absence. The position is in the DoD Office of Inspector General, Mission Support component, Office of Security.
Duties
Responsible to develop, administer, and evaluate security programs, policies, procedures.
Supervises Security Operations, Threat Management, and the Policy Compliance and Training Divisions, for the Office of Security.
Advises senior leadership on actions associated with security clearances and the impact on mission effectiveness.
Conducts studies, analyses, and projects to develop methods, techniques and procedures for program development and implementation.
Provides advice, guidance, and direction to security program managers, security specialists, and assistants on policy interpretation, application, and resolution of difficult problems and situations.
Requirements
- Must be a U.S. Citizen.
- Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information security clearance.
- Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov) .
- You may be required to complete a financial disclosure (OGE-450).
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
- Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
- Must be willing to obtain SPeD Certification within 2 years of appointment.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service.
Specialized Experience:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Demonstrated knowledge of the laws, and regulations which govern personnel security programs. Expertise in personnel security methods and processes to develop and improve security operations.
Additional Requirements: Must be willing to obtain SPeD Certification within 2 years of appointment.

You will receive credit for all qualifying experience.
Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
Education
Education cannot be substituted for experience at this grade level.
