Duties
Serves as liaison between installation MCCS program managers and the Regional Procurement Office (RPO) on NAF procurement actions.Interprets and applies DoD, DoN, and USMC NAF procurement rules and regulations. Provides guidance and assistance to management and technical personnel on administration of the contractual program including, pre-award, post-award, and closeout functions. Performs procurement analysis functions for a wide variety of complex contracts using various contract types. Establishes procurement milestones and troubleshoots delayed, and other unusual contractual actions through the course of the entire acquisition cycle (i.e., documentation, finance, solicitation, evaluation, award, and post award). Recommends the means and methods to improve program execution against program plans.

Qualifications
BACHELOR’S DEGREE from an accredited college or university in contracting, acquisition planning, or a related field appropriate to the work of position AND THREE YEARS of specialized experience in the occupation, or a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Must demonstrate knowledge of procurement regulations,contract law, acquisition planning; government and/or commercial procurement practices; contract policies and procedures, performance requirements and negotiation techniques.Knowledge of contract types and clauses to provide guidance to management. Must be able to explain RPO and MR enterprise-wide procurement goals. Knowledge of purchase card program objectives, strategies, goals, and technical terminology. Must possess ability to recognize and analyze procurement issues and make appropriate recommendations. Skill to operate a personal computer and associated equipment to produce work using software programs such as word processing, spreadsheets, and automated purchasing systems.This position is designated as a Position of Trust, and the incumbent must be eligible for a background check. Appointment and continued employment is subject to a favorable National Agency Check with Inquiries (NACI) background check. Must file an annual Confidential Financial Disclosure report (OGE form 450).
