This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The incumbent either directly or through subordinate staff, plans, directs and controls technical and complex administrative programs and or develops activities that affect large numbers of people and are representative of a Radiology/Imaging Service. Implements and formulates policy and procedures for Imaging. This includes updating service policy and procedure manuals, disaster plans, safety plans, hazardous waste policies, radiation safety manuals, infection control procedures. Incorporates the appropriate guidelines into service plans/ procedures policies assuring compliance with the various governing review bodies. The incumbent represents the Chief Imaging on all administrative matters, pertaining to budgets, staffing, recruitment and retention, departmental contracts, equipment, committee meetings, locally and VISN wide. -Responsible for all activities that pertain to OPMI and quality improvement for Imaging. -The incumbent plays a major role in the preparation of the Service for TJC, OIG, FDA and CAP surveys. -The incumbent is responsible for the final submission for all of imaging's reports and for the preparation of reports that recommend program effectiveness and improvements. -Has oversight for the contrast/medication SOP for the service. -Supervises two sections: (DRT and Nuclear Medicine). This entails incumbent supervision of the Diagnostic Section of Imaging. Also includes direct supervision of the Supervisory DRT, Lead VIR DRT and Lead DRT's. -Develops position descriptions, functional statement and performance standards for all personnel and conducts the annual performance rating for the supervisory staff. -Interviews candidates for positions and makes hiring recommendations to upper management. -Identifies training needs of employees and competency reviews with supervisors. -Resolves work related problems that subordinate supervisory staff are unable to resolve. -Oversees, supports, and makes contributions to patient safety, implementing systems to conduct Root Cause Analysis and correction of errors, reporting of adverse occurrences, near misses, and safety concerns. -Responsible for the Fiscal management of VA funds and all fund controls points. -Validates cost distribution data with interaction with the DSS team for the Medical Center. -Administers Radiology scarce medical specialist contracts for professional services as well as Sharing agreements with neighboring facilities for clinical procedures. -Prepares statements of work networking with VISN contract specialists and serves as the COR for contracts and provides oversight and compliance. Participation in new sharing agreements, fee for service initiatives, etc. requires negotiating fees for Radiology and Radiology services. They may include recruiting for various positions. -Utilizing computer skills, develops and prepares annual Radiology Service budget forecasting the needs of the Service within the guidelines of the Resource Allocation Module and VA contract requirements by identifying strengths and weaknesses, new programs, long and shortrange -Projects staffing and budgetary requirements, cost benefit scenarios, and fiscal spending. Additionally, the incumbent oversees the budgetary allocation for purchases to stay within point ceiling. -Meets regularly and works closely with the Business Office Manager at the local facility level and VISN level, to correct coding and billing for Radiology procedures. Is committed to the Services role in MCCF reimbursement and manages nursing staff that participate in primary source verification for procedures in Radiology that require reviews. -Works closely with FMS, at the local level etc. As a member of the TARA team equipment for the VISN, participates in the annual review for equipment purchases, in site visits, and recommends vendor purchases. -Responsible for assuring compliance for VHA's and the VISN performance measures. Producing daily reports that indicate deficiencies, analyzes the data, alerts staff, implements corrective action ensuring all measures meet or exceed satisfactory levels. -Serves as the advisor to the Chief of Staff in the Imaging Chief's absence and as the liaison for Imaging with Medical Center professional, technical and administrative staff. -The incumbent is an active member of the VISN Imaging Council and the National Radiology Advance Clinic Access committee and the Women's Health Initiative for the Medical Center. -The incumbent is responsible for the implementation of the GEMS program as identified by Medical Center policy. Qualifications

Basic Requirements Citizenship. Be a citizen of the United States. Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable. Advanced certification indicates that the incumbent can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist. Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE). Grade Determinations: Diagnostic Radiologic Technologist, GS-13 (1) Experience. At least one year of experience comparable to the next lower grade level that fully meets the KSAs at that level. (2) Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Imaging Program Administrator. A technologist in this position is responsible for the direction of a highly complex consolidated imaging program that includes diagnostic radiology, and one or both of nuclear medicine, and/or radiation oncology programs. The incumbent ensures professional competence and performance of clinical and clerical staff by establishing professional standards, protocols, and policies and procedures. This position has full supervisory responsibility for a large staff of subordinate personnel in various disciplines and sections noted above, including at least one subordinate supervisor at the next lower level, and may include various clerical and administrative support personnel. Responsibilities include oversight of business operations and planning for significantly complex medical centers with strong academic affiliations that includes both graduate medical education (GME) and medical imaging training programs. Responsibilities also include oversight of multiple complex imaging services and providing annual budget information; monitoring expenditures; identifying variances; and recommending corrective actions. With the facility leadership, this position develops strategic short- and long-term business, market and operational plans focused on the growth of clinical, academic, and financial performance. The incumbent monitors and evaluates progress toward implementing strategic goals and objectives. The incumbent is responsible for contributing information to strategic plans and reviews, implementing production, productivity, quality, and patient-service standards; resolving problems; and identifying system improvements. This position is accountable for outcomes management and associated performance targets, including but not limited to patient satisfaction surveys, industry performance benchmarks and quality outcomes. The incumbent works closely with departmental staff to improve quality results by evaluating accuracy and quality of services; and providing assistance in the implementation of new techniques, equipment, and procedures. The incumbent oversees, supports, and makes contributions to patient safety, implementing systems to conduct Root Cause Analysis and correction of errors, reporting of adverse occurrences, near misses, and safety concerns. The incumbent develops, implements, maintains, and enforces departmental programs, policies, procedures, and protocols. The incumbent ensures and maintains required documentation for compliance with safety, environmental and infection control standards, and with local, state, and federal regulations. The incumbent monitors compliance with standards, identifies variances or inabilities to meet established targets, and implements action to ensure that targets are met. In addition, the candidate must demonstrate all of the following technical KSAs: i. Ability to, provide the full range of supervisory duties which includes responsibility for assignment of work, performance evaluations, selection of staff, and recommendation of awards, advancements, and disciplinary actions. ii. Skill in administrative management (e.g., budgeting, contracting, procurement and property management) in accordance with VHA regulations. iii. Ability to work collaboratively with other disciplines, upper management, VISN level staff and/or VHA Central Office. iv. Ability to plan and execute short and long-range programs and/or goals through project management and tactical/strategic planning as well as develop and oversee complex quality programs addressing outcome management and performance benchmarks. v. Knowledge of concepts, principles, and methodologies of a significantly high- level imaging program that includes complex subsections such as diagnostic radiology, nuclear medicine and/or radiation oncology operations in order to assess program effectiveness and provide authoritative guidance for operations, personnel, and management. vi. Ability to develop, implement, maintain, and enforce departmental programs, policies, procedures and protocols to ensure and maintain required documentation for compliance with safety, environmental and infection control standards, and with Joint Commission, FDA, NRC- NHPP, ACR, HIPPA, and other federal regulations.
