This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Performs the full range of journey level plumber duties in the installation, repair and maintenance of new and existing utility, supply and disposal systems and equipment for the Department of Public Works (Interior.)
Duties
Installs and repairs utility, supply and disposal systems and equipment such as sewage, water, oil and natural gas distribution systems, swimming pools, Central Vehicle Wash Facility, lawn and fire sprinkler systems.
Identify utilities, plan and lay out the routing, placement, slant, slope, fall and proper operation of systems and equipment using plans and blueprints.
Assist in clearing manholes of obstruction, descending as low as 22 feet in depth.
Installs and maintains systems by locating and tapping main lines, setting up system routes, placing/cutting route openings, placing hangers for proper level/slope, and determining and installing valves, traps, and unions for proper operation.
Requirements
- Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions, and any installation and/or DOD requirements for the type vehicle being operated.
- This position requires the applicant to obtain and maintain Backflow Prevention Certification from the American Water Works Association.
- This position is designated as Adverse Weather essential.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position has a requirement to lift up to 50 lbs. in the regular performance of duties.

Minimum Qualifications (Screen Out Element): I have the ability to perform common tasks in interpreting building plans, blueprints, sketches, and etc. to identify utilities, plan and lay out the routing, placement, slant, slope, fall and proper operation of systems and equipment. I have experience assembling, installing, maintaining and repairing utility, supply and disposal systems and equipment such as sewage, water, oil and natural gas distribution systems, swimming pools, and Central Vehicle Wash Facility. I can clear manholes of obstruction, tap main lines, setting up system routes, placing and cutting route openings, placing hangers for proper level and slope, and determining and installing valves, traps, and unions to ensure proper operation of a variety of systems and equipment. I work under close supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. . Failure to meet this Screen out Element will result in an ineligible rating.
Physical Effort - Makes repairs and installations from ladders and safety shoring, to reach parts of systems that are in hard-to-reach places or buried underground. The employee is required to stand, stoop, bend, kneel, climb and work in tiring and uncomfortable positions. Frequently lifts, carries, and sets up parts and equipment that weigh up to 18 kilograms (40 pounds). With the assistance of other employees or weight-lifting devices, employee will occasionally lift and carry items that weight over 23 kilograms (50 pounds).
Working Conditions- Work is performed both inside and outside. Employee will be required to make repairs and installations in bad weather; in work areas that are noisy, dirty, dusty and greasy; and in close quarters such as manholes. Employee is exposed to the possibility of injury from falling, scrapes, burns and infections. Frequently is required to make repairs in areas where bad smelling fumes are present. Employee may be required to wear safety equipment such as, but not limited to, coveralls, ear plugs, safety glasses, hard hat, respirators, gloves and safety shoes.
