Duties

WHAT IS THE Taxpayer Advocate Service DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Taxpayer Advocate Service (TAS), Operations Support, Leadership Development and Support Office (LDSO) WHAT DOES A SENIOR MANAGEMENT AND PROGRAM ANALYST DO? Management and Program Analyst at this level, you will serve in the role of a Technical Advisor (TA) to the LDSO Director on matters and/or issues related directly to the function. You will be responsible for high level, special cross-functional programs, and projects, often of a confidential nature, and delegated by the Director. These projects may include the development of new program areas and improvement to existing program areas, which often require integrating and/or coordinating efforts and activities across organizational lines, including the National Taxpayer Advocate and Deputy National Taxpayer Advocate's offices, other TAS functions, and IRS Operating Divisions and functional organizations. The TA supports the Executive Director on highly complex technical issues. Responsibilities include planning, coordinating, and implementing related technical and resource management projects and programs within TAS. In addition, you will be responsible for the general management and executive direction within the program and functional areas. Additional duties include: As a LDSO Program Manager, you will be responsible for the TAS LDSO Leadership Readiness Program Manager responsibilities: Analyze the leadership and career resource areas to discern trends in program delivery, to measure effectiveness in meeting baseline, or the degree to which program goals support strategic initiatives. Develop and deliver communications, informational and training material related to the leadership and career development resources program. Provide advice and feedback to the LDSO Director on critical, sensitive, or confidential matters related to the leadership and career development resources program. Briefs the LDSO Director and or TAS Executive(s), and other top-level management on the status of the leadership and career development resources program, major studies, related employee career and leadership development programs, sensitive and/or unusual problem areas. Serve as the primary program owner of the LDSO leadership readiness programs of Intake Leadership Development Program (ILDP), Leading People Readiness Program (LPRP), and Leading Leadings Readiness Program (LLRP).

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GRADE 15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience includes: Experience with multiple business operating divisions, and of the interrelationships among their programs; Experience with operations, organizations, and procedures sufficient to determine appropriate action to take and the ability to communicate and apply this knowledge as needed; Experience with IRS mission, organization, policies, practices and procedures; Experience with program areas specific to the Taxpayer Advocate Service; Experience with the interpretation of relevant laws, regulations, rulings, policies, or procedures to research and advise on specific questions or problems; Experience with project management, and leading projects including methods, metrics, tools, and techniques of business process reengineering, contracting and/or procurement, employing cost-benefit analysis methods, achievement strategies, tools of quality assurance and quality control; Experience in leading analysis of data, formulating conclusions from data, and providing strategies to improve operations based on findings; Experience leading multiple concurrent programs and/or projects with a wide range of co-workers, executives, and leaders within and/or outside the Service, to provide top management with analysis of major issues of strategic importance, to develop new approaches and to prepare policy options and action plans; Experience in oral and written communication sufficient to develop, persuade, and negotiate a wide range of technical and implementation issues. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
