The Management and Program Analyst serves as an analyst directly supporting the management of operational components of the VA Caribbean Healthcare System (VACHS) Euripides Rubio VA Ponce Outpatient Clinic, located at the Southern part of Puerto Rico.
Duties
The incumbent works closely with the Ponce Outpatient Clinic (POPC) Administrative Officer (AO), Chief Medical Officer (CMO) and health care professionals, administrative staff, other clinics, and internal services. The incumbent reports to the Ponce Outpatient Clinic Administrative Officer (AO). Duties performed by the position will directly affect patient management by providing clinic leadership with data on the patterns of care, patient and outcomes associated with the health care processes at the Ponce Outpatient Clinic.
Duties include, but are not limited to:
Utilizes quantitative and qualitative analysis and evaluation techniques to support leadership on the effectiveness of work method, procedures, information and documentation systems, and others functions of management in order to ensure short-term and long-term national, VISN and facility-wide strategic initiatives, performance measures and monitors are met relating to patient care initiatives, and quality metrics and all other aspects of Ponce Outpatient Clinic operations.
Develop analysis or audit formats, including both patient data and service data of the clinic, for use by Administrative Officer (AO), the Chief Medical Officer (CMO), the ACOS and Deputy ACOS for Primary Care Service (PCS) and other operational officials throughout the VA Caribbean Health Care System.
Analyzes and evaluates the effectiveness of programs or operations in meeting established goals and objectives for performance improvement, utilizing a wide variety of local, VISN, and national databases, systems, and tools including the Corporate Data Warehouse, VHA Support Service Center (VSSC), VistA, Pyramid, PowerBI and other VHA data sources.
Provides daily service operational support to improve accessibility and achieve the overall goals monitoring both, Ponce OPC Primary Care, and ancillary services, in establishing avenues of care that are timely, appropriate, of high quality and cost efficient.
Develops and manages systems, processes, and procedures to organize and track a variety of important functions integral to the functioning of the Euripides Rubio VA Ponce Outpatient Clinic, including trainings, support the clinic CMO with Joint Commission Accreditation, Service Agreements, Action Items, Clinic Profiles Management, and remote access to Vista/CPRS systems for staff.
Responsible for the collection of data to support provider's credentialing and privileges including data for the ongoing professional practice evaluation (OPPE) and focused professional practice evaluation (FPPE).
As the Automated Data Processing Application Coordinator (ADPAC), the Management and Program Analyst supports all OIT software and data management systems, understanding, and ensuring availability of access, hardware, peripherals, equipment management, troubleshooting and user training are available for all Ponce OPC clinic staff.
Designated as the Ponce OPC primary liaison between, the San Juan VACHS Office of Information & Technology Service (IT) and Ponce OPC Clinical Sections/Services for implementation of the different Automated Data Processing duties.
Performs other duties as assigned.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related Education cannot be credited without documentation.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. Physical Requirements: The work is primarily sedentary. Typically, the employee may sit comfortably to perform portions of the work. However, there is periodic walking, standing, and bending involve whenever providing user support and performing troubleshooting on computer, carrying of light items such as instructional material, books, and manuals. The work may require some traveling between the clinic and SJ VACHS to attend trainings and for coordination with other services' ADPAC'S. No special physical demands are required to perform the work.
