You will serve as a Deputy Director, Equal Employment Opportunity (DDEEO) and Diversity Manager to the Regional Commander and all installations throughout the Area of Responsibility for COMMANDER, NAVY REGION NORTHWEST. You will provides leadership, guidance and coordination of expert EEO, technical, and consultative services covering all facets of the equal employment opportunity function of human resources management.

Duties

You will ensure the establishment and sustenance of the EEO Program that includes the ongoing obligation to monitor, identify and eliminate any barriers that impede free and open competition in the workplace. You will conduct annual assessments of the EEO Program involving the EEO Officers/Commanding Officers and managers/supervisors and provide results of the assessments and plans for corrective action to the DEEO for inclusion in the command assessment. You will monitor the participation of minorities. women and individuals with disabilities including targeted disabilities within the workforce. You will analyze workforce data and relevant employment policies, procedures and practices to determine if barriers exist that may impede participation of certain groups. You will administer the discrimination complaint process and provides oversight to EEO Specialists/Counselors to ensure timely complaint processing. You will administer the Alternative Dispute Resolution (ADR) program and all other Special Emphasis Programs. You will participate with local and national community actions groups to promote a positive image for the Commander, Navy Installations Command (CNIC). You will accompany or represent the commanding officers/activity heads at meetings and conferences relating to EEO, including community activities. You will develop a Model Equal Employment Opportunity Program plans policies, and procedures and provides assistance to subordinate commands on the EEO Programs Assessment. You will assist in completing the annual MD-715 Part G, EEO Self-Assessment, assemble data depicting barrier analysis efforts, activity achievements, low participation rates and plan to eliminate any barriers to equality of opportunity. You will provide administrative and technical supervision to the EEO Staff and plan work to be accomplished and set priorities for completion of work.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing and evaluating a civilian federal equal employment opportunity (EEO) program to include advising on the application of equal employment opportunity (EEO) program requirements and developing strategic initiatives and recommendations for senior leaders.
