The selectee for this position will serve as a EQUAL EMPLOYMENT SPECIALIST in the Equal Opportunity Office of MARINE CORPS BASE CAMP BUTLER.
A Cost-of-Living-Allowance (COLA) of 9.28% will be added to the stated salary. COLA is subject to change at any time.
Duties
You will be responsible for advising managers, supervisors, employees and staff personnel on matters regarding Equal Employment Opportunity (EEO) laws, regulations, and policies
You will be responsible for interpreting policies, resolution of complaints, and the coordination and assurance of the affirmative action plan with the Appropriated Fund (APF) and Non-Appropriated Fund (NAF) Human Resources Offices (HROs).
You will be responsible for compiling, reporting and analyzing statistical data to evaluate effectiveness of programs, determining trends and identifying problem areas.
You will processes EEO contacts, initial intakes involving EEO complaints, performs intensive fact-finding, analysis and provides option of mediation through alternative dispute resolution whenever possible.
You will provide parties involved of their rights and responsibility regarding EEO allegations and counsel employees and applicants who believe they have been discriminated against.
You will schedule prompt investigation of complaints, negotiating for informal adjustment wherever possible.
You will provide and coordinate logistical and administrative assistance to the Marine Corps Installation Pacific (MCIPAC) EEO office and ensures compliance of timelines, policies, and assists in the resolution of EEO complaints whenever possible.
You will review and analyze case intake, assigns Alternative Dispute Resolution (ADR) mediators, identifies and assigns appropriate Agency Representatives to cases.
You will be responsible for briefing and training the workforce on Prevention of Sexual Harassment (POSH), Federal Anti-Discrimination laws, Notification of Federal Employee Anti-discrimination Retaliation (No FEAR) Act, and EEO training.
You will conduct studies, surveys, or questionnaires as needed to identify problems and participate in personnel management evaluations or surveys to identify equal employment opportunity problems and their causes.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing technical expertise concerning Equal Opportunity Programs (EEO) to include: advising managers, staff, employees on EEO laws and regulations; process EEO complaints, perform fact-finding, analysis, complete counselor's reports and related actions within prescribed timelines, utilize Alternative Dispute Resolution (ADR) to resolve complaints, coordinate investigations and hearings and complete related administrative actions, develop and provide EEO training, conduct studies to determine EEO trends/identify problems in EEO, complete Management Directive 715 reports, and administer special emphasis programs.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
