Position is located in the Resource Management Section of the Financial Management Service Line. The primary purpose of this position is to serve as Purchasing Agent in the procurement of a variety of non-clinical items & services from both local & non local market sources utilizing commercial acquisition procedures. Executes purchase documents using a variety of procurement tools, primarily the use of government issued credit card.
Duties
Purchases a variety of specialized & commercial supplies & services, to meet the needs of the serviced organization
Screens the purchase request for completeness & adequacy.
Determines the appropriate procedures to use to obtain goods & services that will fill the requirements, meet the delivery schedule, provide the best price, & conform to acquisition regulations
Determines whether to meet requirements by either ordering against an existing contract or through informal open market/small purchase procedures.
Issues delivery orders against established contracts or with certain Government sources of supply
Keeps informed of available goods & services by checking commercial catalogs, contact files, & listings of firms offering particular goods, & through informal contacts with sales representatives, suppliers, & buyers from other Federal activities.
Establishes an order of priority for acquiring supplies & services from required sources
Determines whether sources solicited are small businesses & if necessary seek relief to award to a larger business when circumstances are justified
Makes sure purchases made against established contracts do not exceed the maximum order limitation established in the contract
Uses open market purchases & does not exceed the small purchase dollar limitation
Understands a blanket purchase agreement (BPA) & BPA terms and conditions while negotiating with the vendors
Ensures credit card account transactions are used at all times whenever possible & that transaction accounts do not exceed $3000
Solicits quotes, orally or through written requests for quotations (RFQ) & uses unilateral instruments to establish contracts
Keeps informed of available goods & services by checking commercial catalogs, contact files, & listings of firms offering particular goods, & through informal contacts with sales representatives, suppliers, & buyers from other Federal activities
Performs follow-up on orders or completed transactions
Contacts vendors on unfulfilled orders or incomplete/inadequate services to determine nature of problem, & authorizes extension of delivery, service start or ending date, etc
Resolves discrepancies such as under/over shipment, unauthorized or inadequate substitutions, damages, or failure to meet specification, as well as modify purchase orders as necessary to amend final price, quantity, nomenclature, etc
Reconciles credit card transactions to ensure proper payment & funds management

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Purchasing a variety of specialized and commercial supplies and services for a business, reviewing regulations pertaining purchasing and federal acquisition, issuing delivery orders against contracts or within certain sources of supply, following-up on undelivered orders to ascertain due-in status, reconciles credit card transactions to ensure proper payment.
