THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a GS-0201-11 SUPERVISORY HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 5), Position Description Number T5650000 in FAC 45B100 and is part of the MO 131st Bomb Wing.
APPOINTMENT FACTORS: This is a Title 5 Permanent Excepted Service position. This is a non-bargaining unit position.
Duties
Exercises supervisory personnel management responsibilities.
Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.
Directs all human resources activities and support services for the host Wing and all supported Airmen.
Plans, directs, controls, and provides advisory services on all aspects of the Career Enhancement program for both Active Guard Reserve (AGR), unit drill status guardsmen, full time technicians and potential members.
Ensures accuracy of human resources data system and performs functional review of data reliability relative to the relocations program.
Plans, directs, and controls all aspects of the Customer Service Program.
Manages the Air Force Personnel Records System. Develops procedures and establishes policy for building, updating, auditing, and accountability of and disposition of automated and manual records.
Monitors the maintenance and security of the Unit Personnel Record Group (UPRG) ensuring content meets regulatory requirements and are safeguarded.
Serves as focal point for entire organization concerning Privacy Act matters, military dress and appearance policy and procedures.
Plans, directs, and controls all aspects of the human resources employment program.

Develops wing readiness plans for the administration of contingencies and mobilizations.
Manages mobilization orders contingent upon Presidential Reserve Call up (PRC) or partial mobilization.

Manages contingency and exercise deployments.
Provides technical guidance and instruction to base organizations on all aspects of Personnel Readiness.
Serves as Classified Control Officer responsible for safeguarding and proper destruction of classified material IAW AF instructions, higher headquarters, and local guidance.
Performs other duties as assigned.
Requirements

Qualifications
GENERAL EXPERIENCE: Must possess a validated understanding of the basic principles and concepts of the occupational series and grade that includes skill in collecting and analyzing data effectively, efficiently and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and skill in applying procedures and directives by reading and interpreting program material.
GS-11 SPECIALIZED EXPERIENCE: Must possess one year of specialized experience equivalent to at least the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates your ability to plan, organize, and direct the activities of assigned program areas, ensuring that legal and regulatory requirements are met; develops goals and objectives that integrate organization and military human resources objectives and establishes policies and procedures for accomplishment of the same; and formulate human resources and administrative procedures and policies based on the interpretation of regulations and directives from higher headquarters? The specialized experience must include demonstrated proficiency ensuring that procedural and administrative tasks are performed for the timely and correct completion of actions, individually or by other staff members. Comprehensive experience managing one or more military personnel action programs for an installation: Awards, Promotions, Schools, and Assignments, Retirements and Separations, Recruitment and Retention. Detailed experience providing guidance, interpretations, training and/or briefings on current and proposed policies for assigned military personnel action program(s) to a wide variety of individuals, managers, and key officials.Must possess an additional 12 months of career broadening human resources program experiences in leading, planning and scheduling work in a manner that promoted smooth flow and even distribution of assigned work requirements. Must possess experiences that included guiding employees on human resources (military or civilian) program tasks. Experience in conducting employee performance evaluations and mentoring employees; managing resources and budgets; and directing assigned work, or leading the employees on program tasks, inspections, exercises, deployments, and/or mobilizations. Experience in effectively and efficiently planning and scheduling work. Experience in leading people and human resources personnel activities that included directing and assigning tasks and projects. Experience in structuring assignments to create viable procedures that resulted in measured and improved task processes. Experience in creating and implementing improvements in mentoring programs and strategies, executing training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Experience in working within merit principles, equal employment, and affirmative action guidelines.
Education
Must possess a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
