THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-2183-11/12 NAVIGATOR (INSTRUCTOR) (TITLE 32), Position Description Number D2311000/D2312000 in FAC 31Q100 and is part of the MO 139th Airlift Wing. APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a non-bargaining unit position.

Duties

Navigates advanced, single or multi-engine military aircraft, high performance military fighter aircraft on tactical/non-tactical assigned missions using advanced precision instrument flight techniques in conjunction with air navigational aids. Directs pilots to fly within flight parameters (e.g. speed and loading) to execute normal flight procedures and standard maneuvers in all-weather condition from point to point (domestic/foreign) using fully adequate landing areas. Maintains mission qualifications in the unit equipped (UE) aircraft. Prepares for flight by securing current and forecast weather information to determine conditions along the proposed route of flight and at the destination. Plans the flight through the study of charts to determine routing, intermediate stops, alternate destination, fuel requirements, and estimated flying time. Checks and verifies that the airplane was ready for flight, including aspects as defensive equipment and expendables loading, maintenance or service conditions. Directs operations of the aircraft with the utmost safety to include: adhering to flight procedures and parameters in the airplane flight manual, communicating and coordinating with ground units and controlling activities. Prepares individual developmental records, along with a training syllabus with projected units of training required and ensured all required upgrade training items were completed. Schedules and participates in flight instruction with student to observe in-flight performance, demonstrate proper procedures and techniques, and evaluate progress.

  • This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Qualifications

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be AFSC qualified within 12 months from date of appointment. Officer - AFSC 12MX Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor (grade inversion). GENERAL EXPERIENCE: Must possess experience which provided you with a working knowledge of the navigation systems, navigational instruments, etc., appropriate to the C-130 aircraft. GS-11 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience that demonstrates your ability to obtain information on type of mission, weather and intelligence data, and special instructions; prepare navigation flight plans; test and inspect the operation of compasses, navigation systems, or radio or radar equipment; utilize various navigational methods and aids to accomplish flying missions; compute the effect of various factors during flight to establish present course and project balance of course; train, evaluate and certify proficiency and competency of unit assigned navigators; and experience that provided you with knowledge of proper readings and operations of navigational systems. You must have completed the necessary hours required for your current airframe (1000 hours total navigation time which includes 200 hours of time in the C-130) and possess or have held AFSC 12MXB. GS-12 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience, education or training that has required you to obtain information on type of mission, weather and intelligence data, and special instructions; experience preparing navigation flight plans; experience that provided a knowledge of proper readings and operations of navigational systems. The specialized experience must also demonstrate your ability to test and inspect the operation of compasses, navigation systems, or radio and radar equipment; utilizing various navigational methods and aids to accomplish flying missions; computing the effect of various factors during flight to establish present course and project balance of course and ability to train, evaluate and certify proficiency and competency of lower graded personnel. You must have completed the necessary hours required for your current airframe (1000 hours total navigation time which includes 200 hours of time in the C-130); must possess certification as a qualified C-130 Navigator Instructor; and possess or have held AFSC 12M3B. APPLICANT MUST SUBMIT A RECORD OF AERONAUTICAL EXPERIENCE, (OR APPROPRIATE COMPUTER PRINTOUT), AS PART OF BASIC APPLICATION FOR THIS POSITION. This position may be filled at the GS-11 trainee grade or the target grade of GS-12. An applicant who is selected at the trainee grade will have potential for promotion to the target grade of GS-12 without further competition. Promotion to full operating/journeyman level will be made after qualifications and eligibility requirements have been met and the incumbent is performing at the higher level in a satisfactory manner.
