This position is located at the Lake Mead National Recreation Area in the Communications and Dispatch Division.

Duties
Duties will be developmental in nature when filled below the full performance level.
Coordinate initial emergency response, evaluating incidents, soliciting all necessary information and applying judgement according to interagency guides, protocols and pre-plans.
Receive and evaluate emergency calls, soliciting information to initiate an appropriate response of emergency services personnel, acquiring critical information (law enforcement, fire, medical search and rescue, etc.) from the public and other public safety agencies.
Use a variety of specialized computer programs such as NCIC (National Criminal Information Center), NLETS (National Law Enforcement Telecommunications System), and CAD Computer Aided Dispatch) in the performance of dispatch duties.
Perform multi-jurisdictional all-risk incidents (law enforcement, wildland fire, structural fire, aviation, intelligence, medical, search and rescue, and other emergency services) dispatching in an interagency communications center.
At the GS-7 and GS-8 grade level, provide orientation, training, and leadership for lower graded or new dispatchers, troubleshooting issues and contribute to a more efficient operations by making recommendations for improving operating procedures.
Qualifications
All qualifications must be met by the closing date of this announcement-10/02/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
To qualify for this position at the GS-05 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include all of the following:(1) Providing communications support (ex: radios, telephones, frequency monitors, computer networks) to receive messages; AND (2) Coordinating the movement of people or vehicles during routine and emergency operations (e.g., assisting with public safety dispatching and answering 911 calls). You must include hours per week worked.

EDUCATION: Successful completion of at least four years of education above high school in any field for which high school graduation or the equivalent is the normal prerequisite. The education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial or technical school. You must include transcripts.

Successful completion of a combination of education and experience as described above. that when combined equal at least 100% of the minimum qualification requirement for the GS-05 level. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study beyond the second year is equivalent to 6 months of specialized experience. You must include transcripts.
To qualify for this position at the GS-06 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include all of the following:1) Providing communications support (ex: radios, telephones, frequency monitors, computer networks) to receive messages; (2) Organizing and coordinating the movement of people or vehicles during routine and emergency operations (ex: assisting with public safety dispatching and answering 911 calls); AND (3) Performing queries and relays of wants, warrants, driver and vehicle status. You must include hours per week worked.
To qualify for this position at the GS-07 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include all of the following:(1) Providing dispatch services for medical emergencies, law enforcement, aviation, or fire operations; (2) Operating computer systems related to dispatch such as National Criminal Information Network (NCIC), National Law Enforcement Telecommunications system (NLETS), computer aided dispatch (CAD) system or similar; AND (3) Providing communications and logistical support to incidents and public safety responders. You must include hours per week worked.
To qualify for this position at the GS-08 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include all of the following:(1) Providing dispatch services for medical emergencies, law enforcement, aviation, or fire operations; (2) Operating computer systems related to dispatch such as National Criminal Information Network (NCIC), National Law Enforcement Telecommunications system (NLETS), computer aided dispatch (CAD) system or similar; (3) Providing communications and logistical support to incidents and public safety responders operating a multi-frequency radio console; AND (4) Providing technical guidance, orientation, and training to new employees or lower level dispatchers in areas such as alarm monitoring systems, records management systems, computer aided dispatch systems, message notification systems, and report-writing systems. You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
