This position is located in the Field Operations Directorate, Office of Field Operations, Investor Program Office (IPO), Compliance Division, Background Check Unit (BCU). As an Adjudication Officer, you will safeguard the integrity of the EB-5 Immigrant Investor Program by detecting, analyzing, and evaluating fraud, national security, and public safety threats. Provide oversight, liaison, and evaluation activities with law enforcement and adjudications elements.

Duties

Review and interpret new and established directives, instructions, regulations, etc. and delegations of authority for potential impact on program objectives, operation policies, work operations, and process. Conducts background security checks, screening for fraud, public safety, and national security threats while identifying admissibility and removability indicators. Liaises with law enforcement officials, adjudications, Fraud Detection and National Security (FDNS), USCIS officials, and other government agencies for deconfliction. Drafts local and national background checks policy for dissemination throughout the agency. Interprets changes to policy and provides guidance to executive leadership to ensure program integrity. Provide expert advice, guidance, and interpretation on policy matters relating to the background and security checks area and devise and implement changes where needed. Provide oversight of cases involving national security and egregious public safety concerns and serve as a subject matter expert in more complex adjudications. Collect, analyze, and evaluate information from DHS internal systems and make determinations related to national security and egregious public safety issues. Independently conduct legal research and prepare memoranda, position papers, legal decisions, notices to appear in removal proceedings, and responses for litigation.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 10/02/2023. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 10/02/2023. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Establishing and maintaining liaisons with local, state, and federal government agencies on matters relating to immigration policy. Providing subject matter expertise in a variety of immigration law, regulations, policies, and procedures to varied audiences, particularly as it relates to immigration benefit adjudications. Reviewing and providing expert guidance, direction, and support on policy matters relating to background checks in support of immigration adjudications. Making final determinations and writing assessments, legal decisions, or analysis of difficult or sensitive immigration cases that are precedent-setting, have high visibility, or are of great importance to the agency.
