Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but are not limited to, the following: Performs program cost analyzes such as development of life cycle; Conducts portions or phases of cost effectiveness studies for operating or administrative programs; Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems; Conducts research and information gathering for managers for use in comprehensive analysis and reports; Evaluates, processes, or makes recommendations for effective organizational changes; Analyzes or evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives; Provides training to medical center staff on Lean Thinking methodologies and the Toyota Production System; Conducts Six Sigma analysis for projects throughout the medical center to identify cost savings, efficiencies and improved quality; Participates in committees and task groups; Participates in preparation for a JCAHO and CARF surveys; Performs other duties as assigned Work Schedule: Monday-Friday; 8:00am-4:30pm Recruitment & Relocation Incentives: Not authorized Critical Skills Incentive (CSI): Not approved Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position at the GS-11 grade level, you must meet one of the following requirements: Experience: You must have one full year of specialized experience equivalent to the next lower grade level (GS-9) in Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is assisting with studies concerning the efficiency and effectiveness of a clinical program; planning and developing studies or projects; making recommendations on operating programs; and evaluating health care delivery systems. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. ~OR~ Education: Successful completion of a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities to do the work of this position. This education must have been obtained in an accredited college or university. NOTE: If you select this option, you must submit a copy of your transcript with your application. Education cannot be credited without documentation. ~OR~ Combination: Equivalent combinations of successfully completed progressively higher level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate controlled office.
