This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DOD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is established to perform repairs that can be accomplished by removing, cleaning, replacing, packing, and sealing defective parts of utility, supply, and disposal systems such as dirty traps, sections of broken tile pipe, and leaky drains.
Duties
Receives work orders, oral instructions, and sketches that provide specific information on the work to be done.
Employee makes repairs that can be accomplished by removing, cleaning, replacing, packing, and sealing defective parts of utility, supply, and disposal systems such as dirty traps, sections of broken tile pipe, and leaky drains.
Independently completes repairs like those described above and hooks up to installed systems such as water heaters, disposal units, and faucets.
Drives various vehicles to and from the work site in order to transport self, supplies, and other employees throughout the installation and on public roads.
Requirements
- Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position is designated as essential during inclement weather.
- This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
- One-year trial/probationary period may be required.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of an Plumbing Worker without more than normal supervision. Ability to perform common Plumbing Worker tasks as appropriate. Perform tasks such as utilizing plumbing methods and techniques to measure, cut, bend, and thread pipe and tile; check piping, fitting, or fixtures for defective parts, connections or leaks; Clear stoppages in drain pipes; and assist with replacement or repairs of various plumbing fixtures and/or pipes using hand tools such as levels, rulers, saws and pipe wrenches. Work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed.

PHYSICAL EFFORT: Makes repairs and installations from ladders, scaffolding, and platforms, and where the parts of systems worked on are in hard-to-reach places. The employee is required to stand, stoop, bend, kneel, climb and work in tiring and uncomfortable positions. Frequently lifts, carries, and sets up parts and equipment that weights over 23 kilograms (50 pounds).
WORKING CONDITIONS: Work is performed both inside and outside. Employee will be required to make repairs and installations in bad weather; in work areas that are noisy, dirty, dusty, and greasy; and in close quarters such as manholes. Employee is exposed to the possibility of injury from falling, scrapes, burns, and infections. Frequently required to make repairs in areas where bad smelling fumes are present. Employee may be required to wear safety equipment such as, but not limited to, coveralls, ear plugs, safety glasses, hard hat, respirators, gloves, and safety shoes.
