About the Position:
Position may be filled as a temporary promotion or temporary reassignment NTE three years by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years, and may be made permanent without further competition.
Position may be filled as a term appointment NTE three years, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of eight years.
Duties
Perform a variety of duties related to personnel management to include position classification, recruitment, labor relations and management employee relations.
Advise leadership on civilian personnel matters by researching laws, regulations, and/or directives and obtaining information on personnel procedures.
Serve as on-site advisor for management-employee relation's issues.
Serve as budget liaison between the Battalion and higher headquarters.
Advise leadership on Federal Appropriation Law issues.
Manage government purchase card program.
Ensure that adequate internal control systems are operative so that Government resources are efficiently and effectively managed.
Coordinate with higher management personnel to resolve procedural problems and policy changes.
Develop policies regarding a variety of areas, such as manpower requirements, organizational structure, work procedures, office space, and facility utilization.
Supervise the organizations manpower management program and advise leadership on hiring restrictions, current manpower management guidelines, and optimum utilization.
Requirements
- Incumbent must be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires pre-employment financial disclosure, OGE 450, and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has a Temporary Duty (TDY) or business travel requirement of less than 15% of the time.
- The incumbent may be required to work irregular hours, holidays, and weekends.
- Employee must be able to obtain and maintain a valid State or government driver's license.
- Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
- This is a Term position scheduled to last three years. A term position may be extended to a maximum of eight years depending upon the needs of management.
- This is an Obligated Position. An employee has statutory restoration rights . You will be asked to sign an agreement that you are aware of obligation and willing to be displaced under reduction in force procedures upon former incumbents return.

In order to qualify, you must meet the education and/or specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes but is not limited to: planning, managing, directing, coordinating, and evaluating crucial operational functions to include administration, budget, human resources and manpower for both civilian and military personnel.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Human Resources, or other related degree field.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
