Duties

You will assess patient treatment needs to develop a treatment plan. You will provide counseling and advocacy services to eligible beneficiaries and provide appropriate referrals when necessary. You will build therapeutic relationships with patients and significant others by assuring client dignity and respect. You will administer case management services (e.g., safety planning, case management, treatment, education services) related to child abuse and spouse abuse.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: This position is a TIER TWO clinical care practitioner with clinical supervisor eligibility. Applicants must meet all of the following requirements as outlined in SECNAVINST 1754.8: 1. Possess at least a masters or doctoral degree in one of the following disciplines: a. Master's degree from a program accredited by the Council for Accreditation of Counseling and Related Education Programs (CACREP) or an equivalent degree, OR b. Master's degree from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education (COAMFTE) or an equivalent degree, OR c. Master's degree in Social Work from a graduate school accredited by the Council on Social Work Education (CSWE) or an equivalent degree, OR d. Doctoral degree in clinical or counseling psychology from an American Psychological Association (APA) accredited university or professional school and a one-year APA accredited clinical internship 2. State or U.S. territory license or certification that provides legal authority to provide clinical services as an independent practitioner in the fields of Licensed Professional Counseling, Marriage and Family Therapy, Clinical Social Work, Clinical Psychology or Counseling Psychology. 3. When the state or U.S. territory licensing or certification requirements include a written examination, candidates for privileging, must have achieved a passing score on that examination. 4. Specialized experience must demonstrate the following: 1) Identifying personal and social problems to independently reach accurate conclusions and to provide appropriate solutions; 2) Clinically responding to the needs of clients including assessing suicidal/homicidal situations and domestic and child abuse situations; and 3) Documenting psycho-social assessments, treatment plans, and case review committee reports. Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

Social Science Series, 0101:
Degree: behavioral or social science; or related disciplines appropriate to the position.
or
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
or
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Social Work Series, 0185:
Applicants must have successfully completed a degree in social work that fulfills all of the requirements for the master's degree in social work from a school accredited by the Council on Social Work Education.

In lieu of specialized experience, the following education may be substituted to meet the minimum qualifications requirement:
Applicants may have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Applicants may have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
A combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.

Psychology Series 0180

Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. These two specializations have additional educational requirements, as stated below:

Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.

Counseling psychology:
For positions at grades GS-9 and above, satisfactory completion of 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology is required.


A combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
