The primary purpose of the GS-05/06 positions: These are developmental positions with known promotion potential to the target position of Human Resources Assistant (Military), GS 0203-07. Primary purpose for the GS-07 position will be under the Duties Section

Duties

Summary Continued The primary purpose of the GS-07 position is: To act as technical authority to assist in managing all Pre-trained Individual Manpower (PIM) focused exercises/tests. To provide a variety of procedural responses, substantive research, and analysis in processing contact information. DUTIES To act as technical authority to assist Personnel Readiness Manager with Push-Pull Exercises and the related Mobilization System Tests (MST) and any other Joint/AF/AFRC/ARPC exercises involving PIM mobilization operations; and supports planning/execution/system updates; edit as a result of FY IRR Muster cycle and/or annual survey program. Supports and administers Individual Ready Reserve Muster (IRR) program and serves as a source of information for individuals and other personnel regarding Muster policies, procedures, and requirements. Responds to customer inquiries utilizing various Personnel Systems: Case Management System (CMS), myFSS, MilPDS and other systems of official communication/task tracking. Provides long distance counseling and advisory services to callers on a wide variety of military personnel issues. Participates in discussions, meetings, working groups, and/or serves on panel or committees. Assists in the development and preparation of a variety of correspondences and other document, i.e., formal memorandum, point papers, metrics, feasibility studies, staff summary packages, briefings, charts, bullet background papers, after action reports, etc. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-05/06: Knowledge of basic principles of the classified titled or related field. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to learn basic techniques of the classified title. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work and consult effectively with co-workers. GS-07: Knowledge of military personnel policies, procedures, rules, guidelines, and publications in an HR automated system sufficient for the maintenance of military personnel records and documents. Knowledge of Department of the Air Force and Department of Defense files, laws, directives, instructions, policies, and procedures. Knowledge and experience in a specialized background in order to interpret and apply precedents and resolve complex procedural and substantive problems in concluding transactions and making key decisions. Knowledge of and ability to operate computers for retrieval of information and records/ARMS document, and ability to update MilPDS. Ability to select and apply the particular law, rule, instruction, procedure or precedent appropriate to the individual case or circumstance. Ability to work under the pressure of established deadlines and short suspense. Skill in maintaining effective working relationships in and outside the office and in serving as the primary point or responsible contact for the work involved. Ability to communicate orally or in writing.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, 203 Series. GS-05 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of basic principles of a Human Resources Assistant (Military) or related field. Communicating factual and procedural information clearly, orally and in writing. Learning basic techniques of a Human Resources Assistant (Military). Analyzing problems to identify significant factors, gather pertinent data, and recognize solutions. Planning and organizing work, and consulting effectively with co-workers. OR EDUCATION: Completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college, or university. NOTE: You must submit a copy of transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. GS-06SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes applying a working knowledge of military personnel policies, procedures, rules, guidelines, and publications in an HR automated system sufficient for the maintenance of military personnel records and documents. Providing a working knowledge of agency files, laws, directives, instructions, policies, and procedures. Interpreting and applying precedents and resolving procedural and substantive problems in concluding transactions and making recommendations. Operating computers for retrieval of information and records/ARMS document, and ability to update MilPDS. Selecting and applying the law, rule, instruction, procedure, or precedent appropriate to the individual case or circumstance. Working under the pressure of established deadlines and short suspense. Maintaining effective working relationships in and outside the office and in serving as the primary point or responsible contact for the work involved. Communicating orally and in writing. OR EDUCATION: One full year of graduate level education in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. GS-07SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of military personnel policies, procedures, rules, guidelines, and publications in an HR automated system sufficient for the maintenance of military personnel records and documents. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:

  • Dates of Active Service (Start and End Date(s)
  • Expected Date of Discharge/Release from Active Duty
