The primary purpose of this position is to provide contracting services for the Electronic Systems Center including aquisition planning, solicitation, porposal evaluation, negotation, contract pre-award and post-award management activities. Performs all o fthese functions for highly complex, higly monetary, long and short term acquisitions for major systems.
Duties
Performs pre and post award functions (e.g. acquisition strategy development, presntation adn clearances) for procuremtns involving complex and non-complex contracts in support of the ESC mission, to include highly specialized, new innovative products and services.
Analyzes and evaluates cost and pricing data and prepares/briefs Government positions to determine price reasonableness and realism of contractor's proposals.
As lead negotiator, communicates effectively in contract negotiations and negotiates Government objectives, terms and conditions to obtain the best value for the Government.
Performs contract administration functions (i.e. contract scope determinations, contract modifications, supplemental agreements, justifications, and approvals, approval reviews/fair opportunity evaluations and claims disputes and contract terminations).
Complies with safety, health, and security requirements and directives.

- Position is designated special-sensitive and requires eligibility for access to SCI, other Special Sensitive information, or involvement in Special Access Programs to perform the duties of the position. A non-disclosure agreement must be signed.

- This position has been designated as a Testing Designated Position. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission.
- This is a Contracting, Level 2 position and incumbent must meet appropriate certification requirements IAW the Defense Acquistion Workforce Improvement Act no later than 24 months after accepting the position.
- Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Qualifications
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
BASIC REQUIREMENTS:
A 4-year course of study leading to a bachelor's degree with a major in any field;
IN ADDITION TO MEETING THE BASIC REQUIREMENT ABOVE, YOU MUST ALSO MEET THE SPECIALIZED EXPERIENCE LISTED BELOW:
SPECIALIZED EXPERIENCE:
Meet the mandated bachelor's degree AND have the quality level of experience, which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience includes one or more of the following: (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation. Duties are performed with considerable latitude in dealing with problems arising during the preaward or postaward phases of the procurement action; independently plans and carries out the work, selecting the approaches and techniques to be used; recommends or develops new guides or procedures when problems reveal that guidelines are lacking or inadequate; independently determines actions to be taken on assigned contracts; uses judgment in interpreting guidelines, in adapting procurement procedures to specific situations, and in recommending solutions to problems encountered. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of government and agency specific guidelines and business practices, including statues, regulations, policies and procedures and the different contract types.
2. Broad knowledge of business practices and market conditions applicable to acquisition requirements.
3. Knowledge of preparing solicitations containing appropriate provisions, clauses and terms to develop appropriate evaluation criteria. Knowledge of assigned contracting and procurement specializations and applicable contract types.
4. Ability to evaluate responses to solicitations for price reasonableness, compliance with terms/conditions/adequacy of competition and obtains satisfactory review of compliance with solicitation technical requirements.
5. Ability to recognize and analyze problems, conduct research, summarize results and make appropriate recommendations. Ability to use office automation tools and techniques to support contracting operations.
6. Competent ability to communicate orally and in wiring; ability to negotiate, plan, organize and meet deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
