You will serve as a Supervisory Administrative/Technical Specialist in the Operating Materials and Supplies (OM&S) Property Management of NAVSEALOGCENKYPTDIVNUWC MECH PA in Keyport, WA.

Duties

You will provide supervision and management for Traffic Management, Shipping, Delivery, and Packaging, Protection and Preservation functions for the Department of Naval Undersea Warfare Center Division Keyport (NUWCDIVKPT). You will assist senior-level employees and supervisors to initiate, develop, schedule, implement, and monitor options to solve problems in material transportation. You will recommend ways to resolve material support programs; perform audits on Supply Chain Management (SCM) functions; coordinate and tracks actions required as a result of internal/external audits; and evaluates findings. You will compile, analyze, and evaluate supply operational statistics, including performance metrics per the Statement of Work. You will monitor SCM operations, procedures, and processes over traffic management, shipping, delivery and packaging, protection and preservation services. You will utilize automated and manual material management system methods for tracking movement to ensure correct delivery within required timeframes. You will assist in developing and monitoring standard operating procedures, including flow charts; and provide continuous coordination and liaison between various organization units to ensure supply program effectiveness.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-9/10 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing technical leadership and guidance in the application of a supply management program (e.g., policies, operational guidance, methods, procedures) to ensure work efforts (e.g., planning, organizing, training) are within regulations, policies, and practices. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

A Ph.D. or equivalent doctoral degree;
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree;
OR
An LL.M. degree in a field directly related to the position being filled.
