The primary purpose of this position is to assist the Facility Manager in planning, directing, and managing the operation, maintenance, repair, improvement, renovation, and conduction of all assigned facilities and data centers including associated systems, equipment and services. Performs all duties of the Facility Manager in his/her absence.
Duties
Assists in planning, organizing, directing, and managing a comprehensive program to maintain and improve managed facilities and data centers.
Directs the activities of Base Civil Engineering (BCE) or contractor maintenance personnel working in assigned facilities.
Assists with formulation and execution of annual and long-range financial planning and budgeting for facility management operations, maintenance, repair, service contracts, and construction projects.
Act as primary or alternate contracting officer representative (COR) for the Facility Management Office Real Property and Data Center Equipment.
Plans, develops, and conducts studies, workforce staffing/utilization, and/or space utilization studies to improve and simplify processes and maximize resource utilization.

- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and through full resumption of all functions.

- This is a TERM position NTE 30 SEP 2025; the individual selected for this position may be extended without further competition.

Education
Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.

Experience
Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include:
Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge to apply the full range of principles, concepts, and practices concerning green building facilities and data center equipment operations sufficient to plan, coordinate, direct, and monitor facility/data center operations to determine facility and grounds maintenance and repair needs; prepare statements of work; and oversee a program involving limited technical issues and specific and well defined objectives. Knowledge of Air Force budgeting principles, concepts, and practices to prepare budget requirements for maintenance and restoration projects. Knowledge of the full range of principles, concepts, and methods of facility administration sufficient to inspect facilities to evaluate use patterns and identify maintenance or restoration requirements; and coordinate and assist engineers to ensure adequate maintenance or restoration of buildings and grounds with minimum disruption. Knowledge of hazardous waste management and other hazardous materials (including the handling, use, storage, and disposal) sufficient to advise on, train, and enforce all DOD, AF, federal, state, and local regulations as they apply to the facilities and data centers. Knowledge of fire protection and electrical codes and standards, fire protection concepts, containment and smoke removal, automatic sprinkler systems, water supply sources, fire evacuation and shelter operations as applicable to facilities and data centers.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of facility management, space utilization, and civil engineering principles, concepts, disciplines, and practices concerning moderately complex technical requirements sufficient to assist in the planning, management, operation, and maintenance of unique green building facilities, specialized data center structures, related systems, and equipment.
Ability to read and interpret paper- or computer-based engineering drawings and schematic diagrams, and to use automated systems to retrieve, maintain, and update documents and records associated with numerous projects occurring simultaneously.
Skill to determine deficiencies and prepare complete documentation for new construction or repair and alteration projects.
Knowledge of health, environmental, safety, and security practices for facilities and Air Force organizations.
Knowledge of basic Air Force budgeting and contracting principles, concepts, and practices.
Ability to communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
