You will serve as a ENGINEER in the WEAPON AND SENSOR INSTALLATION DIVISION (N40), COMBAT SYSTEM INTEGRATION DIVISION (N50), OR AVAILABILITY INTEGRATION DIVISION (N60) of the MODERNIZATION & INSTALLATION DEPT (N00) of NAVAL SURFACE WARFARE CENTER, Port Hueneme, California..
Duties
You will serve as Lead Systems Engineer providing technical oversight of division products and services (modernization planning, execution, risk analysis and management, installation, OSIC and CSPE development) and program and project support,
You will review and approve all engineering and technical procedures/processes within the division, (ship change installation procedures, installation checkout test procedures, repair procedures, and/or branch operation processes),
You will apply experience in Systems and Life Cycle Engineering of ship, submarines, and Combat/Weapon Systems to adjudicate problems affecting production work on ships, and administer Combat or Weapon Systems installation and modernization,
You will coordinate corrective actions requirements for contractor cost, schedule, or performance issues, leading teams and developing comprehensive mitigation strategies to resolve programmatic and technical risks to assigned programs or projects,
You will ensure the compatibility, interoperability and integration of all functional and physical interfaces and installation design reflects the requirements of all system elements such as hardware, software, HSI, data and facilities,
You will provide leadership guidance on Alteration Installation Team (AIT) efforts within the division, to ensure combat system interoperability for effective and affordable systems installation, integration and maintenance,
You will support combat or weapon systems installation and modernization for U.S. Navy, U.S. Coast Guard, and Foreign Military Sales platforms, sites, and systems,
You will support command efforts for the improvement of engineering and technical processes,
You will collaborate, communicate, and negotiate at the senior and executive levels with Fleet customers, Sponsors, and Command Leadership,
You will lead technical authority within the division on the management of processes; ensuring product safety; reliability and quality; and ensuring products and services are delivered to the fleet customers and sponsors on time,
You will represent the command on installation and modernization related working groups, leading diverse teams to resolve complex issues.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, ND-03 (GS-09/11 equivalent) or grade level in the Federal service or equivalent experience in the private or public sector as a professional engineer planning, executing or administering Combat or Weapon Systems installation or modernization to resolve engineering, technical or logistic risks to assigned programs and projects.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
