The primary purpose of this position is to serve as a Firefighter (Hazardous Materials Technician/Basic Life Support) assigned to a crew engaged in airfield and structural firefighting and crash-rescue operations.

Duties

Performs hazard and risk assessment and conducts a complete incident analysis. Initiates established medical protocols in providing basic life support. Drives and operates firefighting vehicles, such as pumpers, aerial ladder trucks, and Airport Rescue Fire Fighting (ARFF) vehicles. Performs crash-rescue and firefighting duties involving air traffic or support operations where hazardous conditions are such that the expectancy for fire is high and potential for becoming destructive is great. Performs structural firefighting duties for a variety of facilities, which may include large multistoried buildings, industrial areas, and/or base storage facilities. Maintains firefighting equipment and fire station facilities.

  • Employee must participate in a mandatory physical fitness program. Employee is required to use all safety equipment and clothing provided by management.
  • The employee is required to work a 72 hour week on a 24 hour on/24 hour off basis which includes weekends and holidays. May be subject to recall.
  • This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian drug-testing program. As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain
  • cont'd: from the use of illegal drugs and (b) if required, submit to urinalysis testing. The selectee must sign statements acknowledging the position is identified as a TDP.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required.
  • Position requires the ability to discern colors, contrast, and depth.
  • May be required to work the Fire Alarm and Communications Center (FACC).
  • This position is a GS-05 target 07. At the discretion of the supervisor, this position may be filled at the GS-05, GS-06 or GS-07 level.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

Qualifications

In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Fire Protection and Prevention Series 0081 SPECIALIZED EXPERIENCE: GS-5: One year of specialized experience equivalent to the GS-04 level in federal service or equivalent. GS-6: One year of specialized experience equivalent to the GS-05 level in federal service or equivalent. GS-7: One year of specialized experience equivalent to the GS-05 level in federal service or equivalent. Specialized experience is experience which may have been gained while performing work to control and extinguish fires, rescue persons endangered by fire, and reduce or eliminate potential fire hazards. OR EDUCATION: GS-5 Only: Successful completion of a four-year course of study leading to a bachelor's degree from an accredited college or university with major study in Fire Science, Fire Training or other related fields of study. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION: GS-5 Only: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT. -AND- In addition to meeting the qualification requirements above, you must also meet the below Firefighter certifications for grade level which you are applying to: GS-5 LEVEL: Applicants must be certified by an accredited Firefighter academy as an Airport Firefighter (which includes Firefighter I, II), HAZMAT Awareness and HAZMAT Operations. GS-6 LEVEL: Applicants must be certified by an accredited Firefighter academy as an Airport Firefighter (includes Firefighter I, II), HAZMAT Awareness, HAZMAT Operations, Apparatus Driver Operator Pumper, Apparatus Driver Operator- Aircraft Rescue and Firefighting (ARFF), Apparatus Driver Operator-Aerial*, Apparatus Driver Operator- Mobile Water Supply (MWS)*. *NOTE- Required if Aerial/MWS is assigned. GS-7 LEVEL: Applicants must be certified by an accredited Firefighter academy as an Airport Firefighter (includes Firefighter I, II), HAZMAT Awareness, HAZMAT Operations, HAZMAT Technician, Apparatus Driver Operator - Pumper, Apparatus Driver Operator - Aircraft Rescue and Firefighting (ARFF), Apparatus Driver Operator- Aerial*, Apparatus Driver Operator- Mobile Water Supply (MWS)*, and possess State or National Registry Emergency Medical Technician (NREMT) - Basic Life Support (EMT-B) certification. NOTE: YOU MUST SUBMIT COPIES OF THE REQUIRED FIREFIGHTER CERTIFICATES IDENTIFIED ABOVE. FAILURE TO DO SO WILL RESULT IN AN INELIGIBLE RATING Maximum Entry Age: Title 5 U.S.C. 3307 authorizes the head of any agency to establish a maximum entry age for the original appointment of individuals to the position of primary and rigorous firefighter. For initial appointments, applicants cannot have reached their 37th birthday by date of appointment. This age restriction does not apply to those who have previously served in a Federal civilian firefighting position covered by title 5 U.S.C. section 3307 provisions OR qualified veteran preference eligible covered by title 5 U.S.C. 3307. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge to drive and operate firefighting vehicles of significant complexity, and the principles of hydraulics as they pertain to waterflow, water pressure, water levels, line (friction) losses, etc. 2. Knowledge of basic and specialized airfield and structural firefighting equipment (fire alarm system operation, fire extinguishing equipment operation, etc.), techniques, and procedures; and of basic and specialized building design, construction, and occupancy. 3. Knowledge of HAZMAT emergency response procedures, equipment, identification, and mitigation actions. 4. Knowledge of basic life support techniques and protocols; and of safety requirements as outlined in applicable safety standards, regulations, and/or technical orders. 5. Skill in operating communications equipment. 6. Ability to apply basic life support techniques and protocols; conduct complete HAZMAT incident analysis; maintain good working relations; communicate orally and in writing; and lift and carry heavy loads. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
