Duties
As a/an Senior Program Specialist (Title V), you will:
Serve as the Office of Special Needs Assistance Programs (SNAPS) authority and principal point of contact with respect to the Department's responsibilities under Title V Federal Surplus Property for Use to Assist the Homeless program: canvassing Federal landholding agencies, making suitability determinations, publishing determination in the Federal Register and appeals review.
Develop, define and plan functional and system scope, and objective requirements and specifications with SNAPS data systems, including Title V data base. Develop policy and procedures for all assigned Special Needs Assistance Programs, with a focus on the Title V program.
Coordinate and provide guidance to landholding agencies through the canvasing process. Coordinate and communicate with federal processing partners GSA and HHS. Provide HUD, CPD and SNAPS leadership with briefings on Title V program status, prepare legislative briefings and respond to congressional inquiries. Respond to GAO inquiries.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
- Recommending legislation and budget levels for Special Needs Assistance Programs; AND
- Developing policy and procedures for Housing Programs to serve homeless persons; AND
- Preparing responses to written inquiries from members of Congress, state and local government officials, private non-profit organization members, or citizens.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
