This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as an auditor performing routine or limited audits and internal examinations of accounting and operational functions or assisting higher-graded auditors with full-scale, more complex audits.
Duties
Audit automated accounting and financial systems and identifies the need for changes to enhance system capability to track and report financial events and operational data used by local management.
Utilize professional accounting and audit skills to maintain oversight for implementing appropriate laws, directives, and regulations of internal control programs and procedures.
Provide unprogrammed, quick reaction troubleshooting capabilities wherein the objective is to prevent serious problems from developing.
Report to the commander, principal deputy commander, or chief of staff regarding received guidance and directions from a higher
organizational level Internal Review (IR) Auditor or IR Supervisor.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This is a Financial Management Level 1 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81.
Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Auditor:
A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
OR
(2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
OR
(3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
To qualify for the GS-0511-09 position you must meet the qualification requirements listed below: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job: Specialized Experience: One year of specialized experience which includes experience independently performing routine or limited audits of accounting and operational functions or assisting higher-graded auditors with full-scale, more complex audits. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
To qualify for the GS-0511-11 position you must meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes utilizing professional accounting and auditing knowledge AND providing recommendations in the solution of accounting and operational problems, procedures and analysis of automated systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
To qualify for the GS-0511-12 position you must meet the qualification requirements listed below: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job: Specialized Experience: One year of specialized experience which includes distributing and monitoring workload among lower-graded auditors in accordance with established workflow or job specialization to ensure timely accomplishment of the assigned mission AND advising junior level auditors with difficult problems, ensuring the proposed action conforms to existing accounting and auditing practices/guidelines. This definition of
specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
