About the Position: This is a position with the United States Army Civil Affairs and Psychological Operations Command, 353 Civil Affairs Command, located at Staten Island, New York.
Duties
Establish procedures for executing the Commands program and budget system.
Compile a variety of statistical and narrative reports to measure program success.
Analyze Command and subordinate budget submissions for compliance.
Exercise responsibility for the daily execution of various funding programs.
Represent the organization in meetings with higher headquarters concerning budget activities.
Provide administrative guidance to Command staff to carry out budget functions.
Perform joint reviews with budget personnel, program managers and higher headquarters to ensure procedural compliance.
Develop adequate internal control systems to assist with monitoring resources.
Perform training as needed with new travelers and approving officials on DTS policy and procedures.
Formulate accounting policies concerning the administrative control of funds.
Oversee the day-to-day usage of the Government Travel Card Program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires Level 2 Financial Management Certification within 2 years of appointment.
- This position requires a Secret clearance.

Specialized Experience: One year of specialized experience is defined as developing guidance on budget requirements, analyzing trends and data, monitoring expenditures, preparing budgetary reports, and developing budget estimates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Accounting, Auditing, Contracting, and Financial Analysis. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
