This position is located in the Transportation Section of the Engineering Service at the VA Medical Center in Birmingham, AL.

Duties

Operating a variety of automotive equipment, including passenger cars, vans, patient transport vans, ambulances, panel trucks, pick-up trucks, cargo vans, and ambulance buses; Picking up patients, employees, charts, mail, specimens, linens, pharmaceuticals, supplies, etc. and delivering them to the medical center and various Community Based Outpatient Clinics (CBOCs); Ensuring that all passengers are authorized to ride in assigned transport vehicles; Operating passenger ambulance buses that are equipped with litter facilities and other medical support equipment; Driving on public roads at controlled speeds to ensure patients comfort and safety; Loading, unloading, and securing stretcher/litter patients; Driving passenger shuttle vans and buses over predetermined routes and arriving at and departing from pick-up and discharge points at scheduled times; Driving vans and buses on special runs for meetings and other activities; Operating vehicles over rough terrain, in constricted areas, and in heavy traffic on both long and short hauls; Maneuvering vehicles on narrow city streets and in congested parking lots; Adhering to all traffic laws and ordinances; Verifying material loaded or delivered against various documents to prevent errors, certifying the condition of the items, and obtaining signatures from receiving personnel; Determining the manner and sequence of loading cargo to achieve load balance and adequate protection for fragile items; Maneuvering vehicles over uneven terrain, over improved or unimproved roads, and through congested areas and exercising caution when backing to load/unload at docs, ramps, etc.; Performing maintenance on vehicles to include monitoring fluid levels, replacing air filters and interior lights, checking tire pressure and hose connections, and washing the vehicle; Performing related duties as required. Work Schedule: Monday through Friday, 8:00am - 4:30pm. NOTE: This is a TERM appointment (not-to-exceed 2 years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4-year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment. PHYSICAL EFFORT AND WORK CONDITIONS: The position requires lifting and pushing heavy articles while loading and unloading cargo. Physical effort is required when reaching, bending, and turning or moving hands, arms, feet, and legs to operate the hand and foot controls of vehicles. Moderate effort is required in the frequent handling of objects up to and occasionally more than 50 pounds while loading and unloading cargo. The Motor Vehicle Operator will assist and load wheelchair and stretcher patients in and out of patient transport vehicles. Working under various weather and road conditions and operating vehicles on highways and streets for extended periods of time is required. The Motor Vehicle Operator may be exposed to blood and other potentially infectious materials that may contain blood borne pathogens. The employee must regard all patients as potentially infectious and so universal precautions should be observed and protective wear must be worn. Applicants will be rated in accordance with the OPM Federal Wage System Qualifications.
