This position reports to the Assistant Director, within the Data Analytics section, and is located at VAPIHCS, Honolulu, HI. The primary purpose of the position is to perform a wide range of functions including business intelligence, data mining, training, program analysis, and reporting. The incumbent provides information to Executive Leadership to enhance their ability for business intelligent, data driven decision making; to provide efficient, cost effective healthcare to the veterans.
Duties
Duties of the position includes but are not limited to:
Maintains records and appropriate communications at all levels of the organization
Reviews processes and reports findings to to leadership and committee members
Provides position management advice and recommendations to executive leadership and service managers including providing advise on distribution of workload among positions and organizations and the skills mix or categories of employees needed to do the work
Monitors facility workload such as encounters, patient treatment files (Inpatient and Fee Basis), ambulatory procedures, enrollment, documentation
Analyzes management techniques, processes, and styles for improving organizational effectiveness; using System Redesign principles such as LEAN or other approved improvement methods.
Provide information on educational resources and recommended data validation strategies to ensure that VERA remains a highly accountable resource allocation methodology that meets VA's data integrity standards.
Work Schedule: Monday Through Friday 07:00am - 03:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of the VAPIHCS VERA Model, along with knowledge of the mission, organization, and work processes of programs throughout the VA. Knowledge is applied when conducting studies, analyzing findings, and making recommendations on substantive operating programs. Mastery of, and ability to apply in a wide variety of difficult and complex situations, pertinent theories, principles, practices and technique in the health care environment including understanding of statistical, budget, personnel management, economic principles/techniques, procurements and other administrative areas involved in health care delivery. Ability to make oral and written reports and presentations; prepares and presents graphical statics, presents recommendations and conclusions based upon analysis and evaluations in such form and manner that is useful to management official. Substantial knowledge of the VHA clinical funding process, this knowledge entails the ability to successfully interact with a variety of program officials in budgetary matters affecting clinical programming, additionally, the incumbent must have extensive knowledge of VHA's resource allocation methodology (VERA). The work requires skill in preparing analyses and reports and skill in organizing and delivering briefings to Executive Leadership, Service Chiefs and Managers to encourage understanding and acceptance of findings and recommendations.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required to carry documents or a laptop.
