The Tibor Rubin VA Medical Center is currently recruiting for one (1) Program Assistant in the Health Administration Service, Long Beach, CA. Incumbent will serve as advisors and experts to the Chief, Health Administration, Assistant Chief HAS and HAS Section Chiefs and support the management information components of all HAS related programs.

Duties
Perform the following duties and responsibilities:
Review reports, records and/or statistical computations for accuracy and propriety.
Develop and prepare various graphic charts with narrative comments to supplement the reporting systems.
Serve as the consult coordinator for the HAS, assuring consults are reviewed, scheduled and/or processed in a timely manner, according to all directives, policies, and procedures.
Assist staff and/or analyzes workload trends, projections for inpatient and outpatient activities.
Review data submitted for consistency with financial and/or program objectives, and adherence to VA directives
Responsible for management analyst, training and organizational development.
Assist with and develops a uniform data validation and appraisal system of all data elements for the HAS service.
Coordinate the collection of data concerning patient care activities, makes computations as required and reports monthly, quarterly and/or annually to management.
Receive and process appropriately the clinical cancellations, request changes, inactivation and restoration of clinics
Responsible for monitoring the Kaplow Scheduling Report, Electronic Wait List, Return to Clinic orders, Recall System, and the Veterans Choice List.
Responsible for the majority of the timekeeping for HAS and will ensure all exceptions are cleared by the appropriate time frames.
Perform duties in other areas of the Health Administration Service and provide back up as needed.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
Specialized Experience: (In addition to meeting Time and Grade) You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Microsoft word, excel, patient administration, medical administration, data entry, retrieval, interpret regulations, medical records, web/database queries, spreadsheet creation, basic data gathering, customer service, and phone.
