The VAPHS Designated Recycling Coordinator (DRC) is responsible for full range municipal/general trash/waste, recycling material and medical/biological waste as relates to EMS operations. They plan, organize, and implement an aggressive, creative, and dynamic Waste Management and Recycling Program.

Duties

This position is located at the Pittsburgh Veterans Administration Health Care System (VAPHS) in the Environmental Management Services (EMS) as it relates to EMS Housekeeping Operations and reports to the Assistant Hospital Housekeeping Officer. Recycling management, which includes the collection of data pertaining to the processing, transportation and reporting of poundage on a continuous basis. The review and analysis of all collected data is used to evaluate the status of the recycling management and control functions. Develops a local policy documenting the system used to enable the DRC to recognize and assess elements not consistent with VA policies and guidelines. Implements an effective recycling management program that addresses the needs of the medical center. This plan will be communicated to appropriate staff annually. Obtains feedback from the various services at regular intervals to discuss problems and implement recycling projects. Examines and audits waste streams, to determine if additional items exist that may require an additional collection methodology. Develops and implements procedures that will enable will enable the medical center to achieve the diversion target goals for Municipal Solid non-hazardous waste (MSW) and Construction and Demolition Waste (C&D) set forth by VHA GEMS policy and the localGEMS Coordinator(s). Coordinates with the appropriate EMS personnel to ensure that the distribution of recycling containers from designated pick up points to the using units and moving these containers from the collection room(s) to the designated recyclables pick up point is completed incompliance with the appropriate regulations and guidelines. Maintains accurate records to account for the hospitals' total waste generation. This includes electronic submission of recycling and waste data to Environmental Program Services (10NA7) as requested. Prepares written, data base reports, memorandum and oral reports, and the incumbent provides weekly written report to Chief and Assistant Chief about waste and recycle and other duties as assigned. Ensures the program's goal to be financially self-sustaining is on track. This is through a combination of reduced costs for waste removal and revenues from recyclables. Maintains current and projected data on program revenues and expenses; develops program budgets and net income targets, with goals reflecting a reduction in the overall costs related to solid waste disposal through recycling, conservation methodology and benchmarking. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR Combination: Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Program Specialist position, may be substituted to meet the experience requirements for GS-09 position. For example, an applicant with 6 months of appropriate specialized experience equivalent to GS-07 (50 percent of the experience requirement for GS-09) and 1 year of successfully completed graduate education (18 semester hours), as is describe above, (50 percent of the education requirement for the GS-09) would qualify for a GS-09 position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work can be sedentary, but assignments will regularly involve extended periods of walking, standing, bending and carrying to execute logistics for outreach events. Incumbent is also required to regularly pick up loads of up to 15 pounds such as boxes of outreach and enrollment materials that may be used for outreach activities and/or to push carts of supplies for outreach events.
