Primary Care-Mental Health Integration (PCMHI)and its iFrontier program provide mental health services within primary care and are part of team-based continuum of care of mental health services offered to Veterans within the VA Montana Health Care System via in-person and telehealth services. PCMHI provides brief, flexible treatment lasting 4-6 visits utilizing a targeted treatment plan.

Duties

The duties, include but are not limited to: The incumbent in this position functions to supervise and lead theiFrontier program which providers virtual PCMHI services at the smaller Montana VA clinics. The incumbent will also support the PCMHI Section Chief to ensure the PCMHImodel is implemented/maintained effectivelyutilizing national guidance and collaboration with local stakeholders. The incumbent is responsible for the care of those served in iFrontier andthisPCMHIrole with focus on ensuring timely access and continuity of care including quality of service. The incumbent will make and assist in decisions that affect patient care, critical operations, research programs, educational and training matters, as well as day-to-day administrative activities. Incumbent will directly impact the initiation of expansion and/or curtailing of programs, reallocation and reprogramming of resources, reorganization of services, prioritization of projects and programs, and the determination of both short- and long-range goals. The LPMHC Program Coordinator-PCMHI/iFrontier (Deputy Section Chief) role includes day-to-day management and operational aspects of the iFrontier program of Montana VA. The incumbent provides leadership, guidance, and coordination of staff following the mission/vision of the Montana VA Health Care System and program direction of the Mental Health Service. The incumbent is required to conduct, evaluate, and coordinate the execution of the program and maintain oversight of staff within iFrontier and PCMHI teams. The incumbent is expected to review program analysis and provide appropriate assessments of outcomes, and make recommendations as needed. The incumbent is expected to advise the PCMHI Section Chief and ACOS, Mental Health Service on the goals, objectives, and needs of the program. The incumbent may be responsible for networking with a variety of programs both within Montana and the VISN. The assigned duties require knowledge and use of Quality Performance and Improvement, survey instruments and techniques, computer analysis, research design, and VA regulations concerning program operation, business planning or operations of programs. Ensures QI activities are developed and maintained following policy(s) and procurement/vender/client/staff needs. The incumbent must also have a full understanding of the requirements of various accrediting bodies to include, Joint Commission, and VACO regulations, so that recommendations to correct deficiencies may be made and implemented. The incumbent assists the ACOS, Mental Health Service in complex assignments often of a highly sensitive nature as needed or requested. These decisions impact on patient care, critical operations, research programs, educational and training matters, as well as day-to-day administrative activities. As a result of these decisions, the incumbent directly impacts the initiation, expansion and /or certainly of programs, reallocation and reprogramming of resources, reorganization of services, prioritization of projects and programs, and the determination of both short and long range goals. LPMHC Program Coordinator-PCMHI/iFrontier Deputy Section Chiefassigned duties also include the provision of clinical services to diverse population of Veterans to include psychological assessments, individual, group, and families/couple therapy as assigned. Other roles include other duties as assigned. The incumbent is responsible to the Administrative Supervisor(i.e., PCMHI Section Chief) of the program area assigned (licensed practical mental health counselor or non-licensed practical mental health counselor). Supervision/consultation is of an administrative and professional nature; with the Administrative Supervisor providing guidelines as to the general policies and program direction. The licensed practical mental health counselor in this position will be skilled at managing unusual and/or complex administrative and clinical problems autonomously and will be resource for others. The incumbent initiates consultation with the Supervisor as well as with other authoritative resources at the Medical Center, such as the Associate Chief of Staff for Mental Health or Chief of Staff as needed to ensure effective completion of roles. Work Schedule: Monday-Friday, 8:00 a.m.-4:30 p.m. Telework: May be available at the supervisor's discretion and the needs of the service. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure: Persons hired or reassigned to LPMHC positions in the GS-0101 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. NOTE: It is VHA policy that a LPMHC who does not yet have a license that allows independent practice must be supervised by a licensed independent practitioner of the same discipline who is a VA staff member and who has access to the electronic health English Language Proficiency. Social workers must be proficient in spoken and written English. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria) Licensed Professional Mental Health Counselor (Program Coordinator), GS-12 Experience, Education, and Licensure: In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must have been in a major specialty treatment program area such as, but not limited to, Post-Traumatic Stress Disorder (PTSD), mental health intensive case management (MHICM), or other areas of equivalent scope and complexity. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. In addition to the experience above, candidates must demonstrate all of the following KSAs:1. In depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies procedures and or practice guidelines for the program.2. Ability to make key decisions in the hiring and identification of top candidates.3. Ability to provide leadership in facilitating the process of coordinating program consults, assessments, admissions, care assignments and discharges.4. Ability to provide subject matter consultation to other colleagues and trainees within the field of counseling working on an interdisciplinary team. Assignments: LPMHC Program Coordinators are administratively responsible for a clinical program and provide treatment to patients in a major specialty. They manage the daily operations of the program, develop policies and procedures, and prepare reports and statistics for facility, VISN, and national use. They may supervise unlicensed graduate LPMHCs and may administratively manage any employees assigned to their program. References: VA Handbook 5005, Appendix G43. LICENSED PROFESSIONAL MENTAL HEALTH COUNSELOR QUALIFICATION STANDARD GS-0101, Veterans Health Administration. The full performance level of this vacancy is 12. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-12. Physical Requirements: The work is primarily sedentary. Some work may require movement between offices, hospital, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds. The incumbent must possess a current Driver's License and drive a government vehicle in carrying out professional duties when deemed necessary.
