Section to Health Administration Service at VA the Fargo, VA Health Care System. Medical Records Administrator in VHA perform or supervise work concerned with the management of a health record program or the provision of services related to medical record administration/health information services.

Duties

The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran's community. This aligns with the Veterans Health Administration (VHA) Mission Statement to Honor America's Veterans by providing exceptional health care that improves their health and well-being. Major duties include, but are not limited to: Supervises preparation and control of release of information and approves all such releases. Responsible for administering a thorough understanding of Privacy Act of 1974 and VA Regulations, as well as confidentiality of alcohol and drug abuse information. Supervises the coding activities to include both inpatient and outpatient processes. Maintains updated guidelines in accordance with HCFA, AHA, AMA and VA Regulations. Keeps current on emerging issues and trends in the HIM field, including process improvement initiatives for HIM, the electronic health record, coding, health record documentation analysis, transcription/speech recognition, release of information file room/scanning programs, and health information exchange. Provides effective audits and monitors for all areas of responsibility, assuring that accurate and timely data is processed by all employees. Assists the Business Office Manager in planning for adequate staffing, training needs, space, equipment and budge needs within the Health Information Management Section. Reviews work accomplished and assesses quality, quantity, accuracy and timeliness of work produced by each employee. Ascertains problems encountered and takes corrective action. Develops performance standards and conducts performance evaluations. Develops and conducts competency assessment. Responsible for carrying out established personnel functions and practices. Keeps employees informed about important aspects of personnel management programs. Formulates and initiates performance standards. Interviews prospective employees, recommends selection, and carries out training and development of assignments, awards or disciplinary actions. Provides technical guidance to the various HIM unit supervisors and lead clerks while providing support of each unit in the absence of the section supervisor. Responsible for determining the need for an extent of training personnel outside HIM with regard to the health record and its formal. Basic Requirements: Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Proficiency: Medical Record Administrators must be proficient in spoken and written English in accordance with 38 U.S.C. 7403(f). Basic Requirements: Experience: Have three years of creditable experience in the field of medical records that included the preparation, maintenance, and management of health records and health information systems demonstrating a knowledge of medical terminology, medical records procedures, medical coding, or medical, administrative, and legal requirements of health care delivery systems, or Education: Have successfully completed a bachelor's degree or higher from an accredited college or university recognized by the U.S. Department of Education, with a major field of study in health information management, or a related degree with a minimum of 24 semester hours in health information management or health information technology (TRANSCRIPTS REQUIRED)., or Experience/Education Combination: An equivalent combination of creditable experience and education that equals 100 percent may be used to meet basic requirements. For example, two years above high school from an accredited college or university, with 12 semester hours in health information technology/health information management, plus one year and six months of creditable experience that included the preparation, maintenance, and management of health records and health information systems meets an equivalent combination. (TRANSCRIPTS REQUIRED) Certification: Persons hired or reassigned to Medical Records Administration positions in the GS-0669 series in VHA must meet one of the following. (VALID CERTIFICATE REQUIRED) Coding Certification through AHIMA or AAPC. HIM Certification through AHIMA. Health Data Analyst Certification through AHIMA. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Medical Records Administrator (Chief (CHIM) GS-12 (a) Experience: One year of creditable experience equivalent to the next lower grade level that demonstrates the KSAs described at that level. AND (b) Certification: Employees at this level must have a HIM Certification. AND (c) Demonstrated Knowledge, Skills, and Abilities: Ability to determine and evaluate compliance with legal, ethical, and regulatory guidelines and accrediting bodies, as they apply to health information management. Skill in evaluating, developing and implementing new policies procedures, and programs. Ability to provide program oversight, including advisory and technical expertise on a range of health information management practices and guidelines to staff at various levels. Ability to develop and conduct training on health information management programs, policies, procedures, and performance improvement activities. Ability to effectively procure and manage HIM resources (i.e. space, staffing, education, budget, etc.). Ability to provide the full range of supervisory duties to include assignment of work; completing performance evaluations; selection of staff; and recommendation of awards, advancements, and disciplinary actions. Customer service skills necessary to effectively communicate (written and verbal) and interact with all levels of hospital personnel, physicians, patients, and outside agencies. Ability to deal effectively with sensitive and/or complex situations. Preferred Competencies/ Certifications: Candidate will possess certification through the American Health Information Management Association AHIMA or American Association of Professional Coders (AAPC) Certified Coding Specialist (CCS), Physician based (CCS-P) Certified Professional Coder (CPC), Certified Outpatient Coder (COC), and Inpatient Coder (CIC). Experience is only creditable if it is in health information management and is directly related to the position knowledge, skills, and abilities associated with current practice.
