Readjustment Counseling Service (RCS) is a program of the Department of Veterans Affairs created in 1979 to provide a broad range of psycho-social services to eligible Veterans, Service members, and their families to assist them in their readjustment to civilian life. RCS provides services to eligible Veterans, Service members, and their family members through "storefront" counseling centers (Vet Centers) located in the community,

Duties

Duties of the Management Analyst serving as the Associate District Director for Administration for RCS serves as the primary Financial Manager, with full responsibility to plan, develop and execute the Budget for the assigned District Zone, maintaining a continuous awareness of available resources and utilization. The ADD/A is charged with understanding the unit's financial situation and not allowing unintended deficits to occur. He/she presents fully developed recommendations to Senior Leadership regarding the distribution or redistribution of funds in coordination with the Deputy District Director, Vet Center Directors and RCS National Finance Office. include but are not limited to: Analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of readjustment counseling program operations in meeting established goals and objectives; Developing life cycle cost analyses of projects or performing cost benefit or economic evaluations of current or projected programs; Advising on the distribution of work among positions and organizations and the appropriate staffing levels and skills mix; Researching and investigating new or improved business and management practices for application to readjustment counseling programs or operations; Reporting directly to the RCS Deputy District Director for Zone 2 on administrative operations; Conducting all remote and onsite Vet Center administrative quality reviews within Zone 2 of the Southeast District 2; Monitoring and developing remediation plans with Southeast District 2 Vet Center Directors in order to address site visit service delivery deficiencies subject to definitive timelines; Administering annual quality reviews of readjustment counseling and administrative contract program operations at every Vet Center with a contract program in their respective zones; and Preparing all required documentation to relocate, expand, or renegotiate RCS lease spaces within timeframes set by RCS Capital Asset Manager and VHA Contracting Service for Vet Centers and Vet Center Outstations. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Ability to present complex ideas and options to a wide range of audiences 6. Knowledge in Contracting/Leases You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: utilizing mastery of advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and process, thorough knowledge of the Vet Center zone's facilities planning, acquisition, and management process to prepare long-range (5 year) and short-range planning guidance in accordance with broad agency program policies and objectives in order to develop resource (staffing and funding) provide guidance for subordinate activities, and perform continuous appraisal of the utilization of district resources in accomplishing program objectives and goals; analyzing and formulating agency requirements for resource management information systems to support resource allocation targets for a nationwide readjustment counseling program (i.e., community outreach services, family and marital readjustment counseling, referral services, telehealth, bereavement counseling, military sexual trauma-related counseling, contract for fee services, etc.) experience developing the overall systems concepts for the resources management systems data base, providing input on state-of-the-art systems design, defining new information requirements, and developing procedures and formats for timely and accurate reporting; studying, analyzing, and developing ways to improve the accuracy, adequacy, timeliness, and validity of data and systems for disseminating information about the agency's readjustment counseling programs and work force to managers in many echelons and/or geographic locations. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
