This position is located with the Bureau of Indian Affairs, Great Plains Region, Office of the Regional Director, Division of Environmental, Cultural, & Safety, in New Town, North Dakota.

Duties
The Environmental Protection Specialist (NEPA/ESA) contributes to accomplishment of the mission by preparing, arranging, or reviewing documents for compliance with the National Environmental Policy Act (NEPA).
Consolidates and standardizes all NEPA activity in the region, including NEPA documentation prepared by other branches, divisions, and agencies.
Prepares and/or manages individual environmental site assessments (ESA), environmental assessments (EAs) and environmental impact statements (EISs).
Complies and analyzes baseline resource data in search for sites suspected of being contaminated and performs environmental site assessments under the direct supervision of the Division of Environmental, Cultural, Resource Management, Branch Chief.
Reviews and responds to environmental documents, issues and requests submitted by tribes, private parties, and other federal agencies.
Fulfills reporting and notice requirements, maintaining both internal files and an administrative record.
Serves as Great Plains Regional Office lead for interagency NEPA efforts, with BIA as lead or cooperating agency.
Manages projects and contracts as assigned, including tribal contracts under P. L. 93-638.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions and/or BIA Excepted Standards, GS-0028).
GS-7: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-5 in the Federal Service (obtained in either public or private sector). Specialized experience providing assistance by completing field/on-site assessments; completion of inspections and assisting with management of environmental projects, contracts and reports.
OR
EDUCATION: One (1) full year of graduate level education (18 semester hours, 27 quarter hours or equivalent); or Superior Academic Achievement (SAA) - see definition of below.
GS-9: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-7 in the Federal Service (obtained in either the public or private sector). Specialized experience providing assistance by researching environmental protection issues; or carrying out specified portions of environmental protection projects and identifying and recommending solutions to problems; assisting with site inspections; collecting data; reviewing documents; and analyzing evidence.
EDUCATION: Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related.
GRADUATE EDUCATION: Graduate education must be related to the occupation and demonstrate the knowledge, skills, and abilities necessary to do the work.
GS-11: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-9 in the Federal Service (obtained in either the public or private sector). Specialized experience in performing analytical duties associated with the planning, development, execution and review of environmental policies and procedures; or using analytical techniques to modify or adapt established environmental protection procedures; performing site inspections; writing reports; and recommending corrective/mitigation action or procedures for compliance.
EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and is typically in or related to the position to be filled.
SUPERIOR ACADEMIC ACHIEVEMENT: Superior Academic Achievement (S.A.A.) must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision.
