Incumbent performs detailed, difficult and responsible duties within Employee Education & Organizational Development to assist in developing, providing and analyzing education and training programs provided by the service to the VAMHCS, requiring extensive coordination, in depth problem solving, and superb project management skills.
Duties
Duties may include:
Plans, develops, oversees and supports Leadership/Educational Training programs.
Provides technical and administrative training support to Training Specialists.
Maintains an awareness of the organization's mission, vision and educational needs, to implement new learning programs under the direction of the Program Manager(s)
Provides periodic briefings to senior leadership including the VAMHCS Executive Leadership Team on educational needs of the facility
Develops and utilizes marketing tools to ensure maximum enrollment and participation in all training events.
Develops positive working relationships with students and co-facilitators in various classes and training programs, to ensure students feel supported in their learning, and that the best possible outcomes occur for each class
Plans, develops, oversees and supports Professional Development programs for Employees both clinical and administrative in nature
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday- Friday 8am-4:40pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 09 position you must have served 52 weeks at the GS 07. For a GS 11 position you must have served 52 weeks at the GS 09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: For the GS 09, you must have one year of specialized experience equivalent to at least the next lower grade GS 07, in the normal line of progression for the occupation in the organization. For the GS 11, you must have one year of specialized experience equivalent to at least the next lower grade GS 09, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinates, delivers, analyzes and presents findings for Educational Needs Assessments. Manages training materials, physical and virtual. Consults with services to deliver individualized team/trust building programs. Coordinates training support with VISN, ILEAD and contracted instructors to ensure all necessary materials and equipment is present and available as directed by the sections or instructors. Serves as a facility All Employee Survey POC for all phases of the AES including Mapping, Marketing, Administration, Data Release and Action Planning. Develops and maintains effective working relationships internal to the service, at times needing to provide support and cross-coverage to colleagues.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is mostly sedentary, with some walking, standing, bending and carrying of light to moderate weight items such as papers, files, manuals, and occasional requirements to move educational materials, boxes of files, and equipment such as flip charts, video monitors, slide projectors. tables, chain, etc. Work involves occasional standing for long periods providing presentations and instruction. Work requires long periods of sitting in one position for typing and other duties, including use of a personal computer.
