The incumbent serves as the Associate Director for Pharmacy Customer Care (ADPCC) responsible for managing and coordinating a dynamic and mission critical program within the VA PS. The incumbent is responsible for the supervision, development, implementation, integration, standardization and maintenance of the PCC business line, which performs critical pharmacy care for VHA's Veterans served in VISNS 1 & 6.

Duties
Duties:
Oversight and responsibility for the PCC business line and ensuring compliance with MS and VHA policies and guidelines.
The PS Director relies upon the incumbent to timely and appropriately address all associated personnel issues, metrics, analytics, and reports associated with PCC.
Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of PCC operations in meeting the established goals and objectives of the PS.
Evaluates agency-wide programs against short and long-range objectives.
Involved in deliberations concerning business lines proposed projects and new business.
Determines employee performance standards and Key Performance Indicators for the department.
Oversees risks and issues associated with scope changes within the business line.
Possesses project management skills sufficient to guide subordinates, oversee project tasks, and ensure business line projects deliver the intended results.

Work Schedule: Monday-Friday 7:30am-4:00 pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1) Planning, developing, and carrying out broad and extensive revenue assignments of significant interest to the MS, VA, and Congressional Officials
2) Oversees the development of technical data, estimates, statistics, suggestions, and other information useful to higher level managers in determining which goals and objectives to emphasize
3) Justify, defend, or negotiate in representing the PCC and/or PS in obtaining or committing resources, and in gaining compliance with established policies, regulations, or contracts.
4) Coaching and training Veterans facing employees, resolving complaints and grievances, recommending personnel actions, approving/disapproving leave
5) Assess the productivity, effectiveness and efficiency of the operations or to analyze and resolve problems
