The Deputy Chief Examiner and AED Director serves under the general direction of the Chief Examiner within FCA's Office of Examination (OE). AED has responsibility for implementing OE's examination program for associations in the Farm Credit System (FCS or System), and other entities, as assigned to the division. These institutions collectively hold and service a significant portion of the System's retail loans.
Duties
AED Director responsibilities extend to the oversight and examination of associations on a nationwide basis. Key responsibilities include 1) implementing the OE Operating Plan, including completing statutory-required examinations, 2) ensuring risk-based oversight and the efficient use of resources, 3) reporting conclusions about the overall condition and safety and soundness of institutions on an ongoing basis but not less than every 18 months, 4) obtaining corrective actions when weaknesses are identified, 5) effectively leading, assigning, and managing AED staff in implementing division responsibilities, 6) providing development and OJT opportunities for associate examiners, 7) coordinating and communicating with others in FCA and OE to fulfill division responsibilities, and 8) leading and directing other assigned key initiatives and duties as assigned.
Work is accomplished through approximately 45 division staff.
Works closely with the Chief Examiner and OE-Executive Management Team in providing leadership and direction to overall OE operations and its examination and oversight program.
Requirements
- Must be a U.S. citizen.
- One year supervisory or managerial probationary period, unless previously served.
- Suitability for Federal employment, as determined by a background investigation.
- Submission of a financial disclosure report may be required.
- You must be a current FCA career or career conditional competitive service employee.

Qualifications
You may qualify at the VH-42 band level if you have one year of specialized experience equivalent to the VH-41 (GS-15) band level in the Federal service. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. An example is serving as a supervisor and leader while directing and overseeing the implementation of an effective ongoing risk-based oversight and examination program for one or more assigned portfolio of institutions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade Requirements: Current and former Federal employees (including VEOA eligibles) must have served one-year (52 weeks) at the next lower grade in the Federal service to meet time-in-grade restrictions per 5 CFR 300, Subpart F, by the closing date of the announcement.
