About the Position: The Watervliet Arsenal is an Army-owned & operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Today it is relied upon by U.S. and foreign militaries to produce the most advanced, high-powered weaponry for cannon, howitzer, and mortar systems. The Arsenal is the only location in the DoD that has a weapons research facility (Benet Labs) collocated with a manufacturing facility.
Duties
Perform inspections through the application of a variety of nondestructive testing methods and techniques such as Magnetic Particle and Liquid Penetrant.
Use a variety of test, measuring, and diagnostic equipment, which in many cases involves critical tolerances. Sets up, operates and adjusts a variety of Non-Destructive Tester and Inspector associated equipment.
Perform operator maintenance and adjustments on nondestructive testing equipment such as mixing and maintaining the proper liquid suspension for the magnetic particle wet method horizontal inspection unit.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health, ability or fitness to perform the duties of the position.
- Due to the nature of this position, employees may be required to work both planned and unscheduled overtime.
- Must possess near vision Jaeger Number 1, at not less than 12 inches in at least one eye.
- Must be capable of distinguishing and differentiating colors used in the process involved.
- For WG-3701-11/12-Certification by the American Society for Nondestructive Testing (ASNT) to the following level in accordance with ASNT Document CP-1, ASNT Central Certification Program: (1) Level II Magnetic Particle (MT) test methods.
- For WG-3701-11/12-Certification by the American Society for Nondestructive Testing (ASNT) to the following level in accordance with ASNT Document CP-1, ASNT Central Certification Program: (2) Level II Liquid Penetrant (PT) test methods.
- Must obtain the following certifications to become eligible for promotion to the level of WG-3705-12: (1) Level II in the Radiographic (RT) test methods, (2) Level II in the Eddy Current test methods, (3) Level II in the Ultrasonic test methods.
- This position involves duties which are subject to Resource Conservation and Recovery Act (RCRA) regulations regarding hazardous wastes.
- This position may require shift work to provide coverage on evenings, weekends, holidays, or special situations.
- This position requires the employee to use personal protective equipment provided by the employer.
- Must be centrally certified by Aerospace Industries Association National Aerospace Standard document NAS410: 1 Level I in the Radiographic (RT) test methods ; 2 Level I in the Eddy Current test methods ; 3 Level I in the Ultrasonic test methods.

WG-10: Minimum Qualifications (Screen Out Element): Ability to do the work of a Non Destructive Tester & Inspector without more than normal supervision which includes:(1) Using a knowledge of and variety of Nondestructive testing methods, inspect materials and products for structural flaws or defects; (2) Aptitude for learning and understanding an inspection process on manufactured components; and (3) Prepare inspection forms and/or reports. Failure to meet this Screen Out Element will result in an ineligible rating.
WG-11: Minimum Qualifications (Screen Out Element): Ability to do the work of a Non Destructive Tester & Inspector without more than normal supervision which includes:(1) Determine physical characteristics, defects, and/or unacceptable conditions of the items/material under inspection; and (2) prepare inspection forms and/or reports. (3) Operate and adjust a variety of nondestructive testing and nondestructive inspection equipment used to perform various testing. Failure to meet this Screen Out Element will result in an ineligible rating.
WG-12: Minimum Qualifications (Screen Out Element): Ability to do the work of a Non Destructive Tester & Inspector without more than normal supervision which includes: (1) Setting up, operating or adjusting a variety of nondestructive testing equipment; (2) Utilizing ultrasonic wave propagating equipment; AND (3) Determining physical characteristics, defects, and/or unacceptable conditions of the items/material under inspection; (4) prepare inspection forms and/or reports. Failure to meet this Screen Out Element will result in an ineligible rating.
To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. PHYSICAL EFFORT: The work involves prolonged periods of standing, walking, repeated bending and occasional climbing. Moderate lifting and carrying (approximately 40 pounds) of items is required.
WORKING CONDITIONS: Incumbent is subject to radiation from x-ray machines, fumes during penetrant inspection, and soiled clothes from splashed solutions. Incumbent is also exposed to constant noise, dust, solvents, grease, and oils. Works around machinery with moving parts and around moving objects or vehicles. Incumbent is required to wear rubber gloves during magnetic particle and liquid penetrant inspection. Work involves eyestrain during viewing of very small imperfections and examining indications of fractures. Work is generally done inside in areas that are well lighted, heated and ventilated with concrete or wood floors. May work in areas that are drafty, hot, poorly lit, noisy and dirty. Subject to grease, scrapes, cut and bruises. Continuously wears safety glasses and safety shoes.
