You will serve as an Accountant in the Accounting Financial Reporting Branch, Comptroller Directorate (SEA 01) of NAVAL SEA SYSTEMS COMMAND.

Duties

You will review, analyze, and evaluate the program to determine accounting and budgetary problems to ensure conformance with established agency policies, applicable regulations, and generally accepted government accounting practices. You will research and resolve reconciliation variances including abnormal balances, treasury tie points and fluctuation analysis reviews. You will maintain the performance of the vulnerability or other risk assessments as required by the Federal Manager's Financial Integrity Act (FMFIA) and takes immediate corrective action on any deficiencies identified through assessments/audits. You will perform Period End Close and Year End Close duties including regular and recurring journal vouchers, coordinating with applicable Business Office and DFAS counterparts, generating and validating account balances and reports. You will respond to periodic outside audits regarding Civilian Payroll, Contract Vendor Pay, Reimbursable Work Order, Transportation of People, Funds Receipt and Distribution, Funds Balance, Financial Statement and Compilation Reporting. You will provide technical financial advice to program managers and other accountants on difficult accounting systems and operations problems. You will perform fund control reviews, improper payment reviews and master data maintenance.

  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the new lower pay band, NH-02 (GS-11 Equivalent), in the Federal service or equivalent experience in the private or public sector as a professional accountant conducting analysis of financial or accounting data or systems to ensure accuracy, completeness, or conformance with established procedures and guidelines. Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Applicants must possess:
  • a degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. (The 24 hours may include up to 6 hours of credit in business law). (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
---OR---
  • a combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, collegelevel education, and training that provided professional accounting knowledge. My background also includes one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); or, 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or; 3) completion of the requirements for a degree that included substantial course work in accounting or auditing. (e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of response option A, provided that (a) you successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in response option A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements).
