Qualifications

The major responsibilities for this senior level position include: (1) serving as assistant to the command counsel in advising the Commanding Officer, Center for Seabees and Facilities Engineering (CSFE), in all traditional OGC practice areas; and, (2) serving as an environmental law attorney assigned organizationally as Assistant Director, Environmental Law and Environmental Planning Training Programs for CECOS and, (3) preparing and presenting environmental law curriculum to a diverse audience of commanding officers, attorneys, environmental specialists and civil engineers. As the Assistant Counsel, the incumbent is expected to address legal matters for the primary client, Commanding Officer, CECOS, and their management staff, which require familiarity with civilian personnel law, fiscal law, ethics and standards of conduct, Freedom of Information Act, Privacy Act, as well as contract formation and administration. In the area of environmental law, the incumbent advises a highly skilled clientele of environmental management experts who are charged with the responsibility of designing and delivering ashore environmental training to the DoN environmental professional workforce. As such, the attorney must have expertise in the cross-functional areas of environmental planning, compliance, and restoration. As Assistant Director of the Environmental Law and Environmental Planning Training Programs within CECOS, incumbent acts under the supervision of the command counsel and must be able to guide the Environmental Law and Environmental Planning Training Programs under the auspices of the Environmental and Natural Resources Program, Navy Training System Plan, working in close association with headquarters sponsors and subordinate commands to effectively design, develop and deliver cutting-edge environmental law and policy courses to Department of the Navy and the Department of Defense environmental professionals. Incumbent may serve as course director for specified environmental law training courses and, in that capacity, will be required to design, develop, and maintain course materials as well as serve as lead instructor. Emphasis is being placed upon the use of new training technologies within the Command, converting from traditional training to use of advanced technologies and systems. Demonstrated experience in the application of environmental planning law in the Navy is highly desired. In particular an in­ depth knowledge of and experience with the following will be significant: National Environmental Policy Act (NEPA) Executive Order 12114, re Environmental Effects Abroad of Major Federal Actions Environmental planning policies including OPNAVINST 5090.1(series) Policies and procedures for NEPA documentation, levels of analysis, public involvement, review process, and impacts analysis required by NEPA Interfaces between NEPA and other laws including, but not limited to the Marine Mammal Protection Act, Coastal Zone Management Action, Endangered Species Act, Clean Water Act, and National Historic Preservation Act. The successful candidate must have strong analytical, writing and research skills, as well as demonstrated Instructor-related experience and skill set. An advanced degree in environmental law, science or public policy is desirable, but not required. Familiarity with either DoD or DoN weapon system acquisition, operational elements, facilities or installation management, and natural and cultural resources programs will be considered in selection. The successful candidate must also demonstrate familiarity with or experience in traditional OGC practice areas (acquisition, civilian personnel law, fiscal law, and government ethics/standards of conduct).
