Duties

Serving as a Public Affairs Specialist makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is within the Office of Public Affairs (OPA), under the Director's Office (DO), and located in Glynco, GA. The Office of Public Affairs’ mission is to inform, educate and promote goals, priorities, and accomplishments throughout the FLETC enterprise to the law enforcement community, Department of Homeland Security, Congress, and ultimately the American people. This is a developmental position established to provide necessary experience and training to advance to the full performance level. The duties are performed and reviewed under close supervision and guidance. Supervision and guidance may become less as the position assumes the full responsibilities of this position.

  • Overtime work may be required.
  • Must possess and maintain a valid state issued driver's license to conduct official government business.
  • Shift work may be required.

The qualification requirements listed below must be met by the closing date of this announcement. You qualify for the GS-09 grade level if you possess one of the following: One year of specialized experience equivalent to the GS-07 grade level in the federal service using a variety of messaging campaigns to collect, assemble, prepare, and disseminate information to convey agency policies, programs, and actions to internal and external audiences; OR Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if directly to the work of the position to be filled; OR An equivalent combination of specialized experience and graduate level education. Only graduate education beyond the first 18 semester hours will be combined with the specialized experience.  If qualifying for this position based on education, you must submit college transcripts; copies are acceptable. You qualify for the GS-11 grade level if you possess one of the following: One year of specialized experience equivalent to the GS-09 grade level in the federal service planning and implementing communications strategies that convey organizational policies, programs, and actions to internal and external audiences; OR Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if directly to the work of the position to be filled; OR An equivalent combination of graduate education and specialized experience. Only graduate education in excess of the first 36 semester hours may be combined with the specialized experience. If qualifying for this position based on education, you must submit college transcripts; copies are acceptable. You qualify for the GS-12 grade level if you possess at least one year of specialized experience equivalent to the GS-11 grade level in the federal service, evaluating a public affairs program's effectiveness; writing comprehensive materials for an organization to increase understanding by the general public; and maintaining working relationships with members of the news media, and internal and external personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps and AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Re-employed annuitants’ annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases. FERS retirees receiving a FERS annuity supplement must also be aware that, like social security benefits, their FERS annuity supplement is subject to an earnings test and may be reduced if the salary earned is more than the social security exempt amount of earnings.
